The EA organization comprises Community Reinvestment Act (CRA) Strategy & Program Management, Government & Policy Affairs, Regulatory Relations, Corporate Communications, Community Finance, Community Impact & Investment, and EA Strategy & Engagement.
The CRA Strategy & Program Management (S&PM) team partners with lines of business across the enterprise to sustain Capital One’s longstanding Outstanding CRA performance. We maintain high data quality and control standards, and develop and support effective strategies with each applicable business. Most importantly, we manage CRA examinations by showing the bank examiners how Capital One effectively responds to the lending, investment, and service needs of the communities where we do business. We convey Capital One's comprehensive and durable approach to improving the financial well-being of low- and moderate-income people and neighborhoods.
Within CRA S&PM, the Strategy & Performance Management team is looking for an analytical, detail-oriented, and enthusiastic Manager to play a critical role in contributing to the company’s goal of continuing our track record of outstanding CRA performance. The successful candidate will serve in a key risk management role that will help ensure compliance with the CRA regulatory requirements, as well as corporate governance, risk management and compliance (GRC) directives.

Key Responsibilities:
Develop strong understanding of applicable CRA-related laws and regulations and related processes
Provide input and guidance on regulatory requirements and their applicability to the business units responsible for supporting compliance with the technical CRA requirements
Provide guidance on corporate policies, standards and procedures
Coordinate tests of business unit internal controls, including providing guidance on responses to document requests and questions, and responding to identified deficiencies and exposures
Provide guidance on internal control design, implementation and monitoring
Advise business units on application of CRA compliance requirements; potential exposures with respect to new products and services, changes to processes and technology, and changes in laws and regulations; development of and changes to internal controls; and remediation/corrective actions
Identify and respond to ongoing regulatory changes; ensure implementation of required policies and procedures and appropriate operational and compliance oversight
Assist with reporting activities such as divisional risk reporting, risk and control assessments, and reports to Senior Leadership
Monitor reported issues, events and other indicators and advise on identified emerging risks
Provide assistance and actively participate in CRA-related projects and other initiatives, such as CRA performance monitoring and examination preparation

Basic Qualifications:
High School Diploma, GED or equivalent certification
At least 5 years experience in controls
At least 5 years of experience in regulatory compliance management, internal audit, operational risk management, or any combination of the three
Preferred Qualifications:
At least 5 year of experience in CRA compliance, at least 5 years of experience in CRA performance management, or a combination of the two
At least 7 years of experience in developing, assessing and providing guidance on internal control design, implementation and monitoring
At least 7 years of experience in regulatory compliance management in a financial services institution, at least 7 years of experience in operational risk management in a financial services institution, or a combination of the two in a financial services institution

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
New York City (Hybrid On-Site): $156,400 - $178,500 for Sr. Manager, CRA Strategy and Program ManagementCandidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
