Fairfax Behavioral Health (a UHS facility):

Fairfax Behavioral Health, founded in 1930, is a private, free-standing mental health hospital that specializes in psychiatric and detox treatment. We strive to meet and respond to the needs of our community by offering a continuum of care and evidenced-based programs at multiple locations within our region. POSITION SUMMARY

The COO assists the hospital CEO in the operation of the hospital. Provides recommendations/guidance to management supporting administrative and facility decisions. Sets objectives, develops plans, staffs, and directs activities of assigned departments/areas of responsibility. Provides professional level planning, reporting, analysis and consultation, to support the goals and objectives of the organization. Helps manage the hospital operations. May assume administrative responsibility for the hospital in the absence of the hospital’s Administrator. Ensure consistency of treatment and application of policy. Responsible for the functioning of various support services - including but not limited to; Human Resources, Facilities/Plant Ops, Information Technology, Compliance, Dietary, and Housekeeping. Monitors/maintains budget for Plant Operations, HR, and Employee Appreciation. Promotes: Clinical Quality, Integrity, Safety, Service Excellence, Teamwork, Accountability, and Continuous Improvement, throughout all departments. Responsible for creating a fair, open environment for all teammates.

PRIMARY RESPONSIBILITIES

1. Continuously consult with CEO regarding facility and corporate annual and long-term goals, and implement changes to facility direction as required.

2. Direct facility operations to achieve budgeted results and other financial criteria and prepares detailed facility performance reports as requested by the CEO.

3. Assist with establishing facility/department budgets and allocation of funds, with recommendation from department management.

4. Maintain compliance with regulations governing health care facilities and the rules of accrediting bodies by monitoring operations and initiating changes where required.

5. Develop and establish operating policies consistent with the overall corporate and facility policies, objectives and professional standards, ensuring adequate execution.

6. Consistently evaluate the results of overall operations, and periodically report these results to CEO.

7. Direct the development and implementation of facility procedures.

8. Prepare corporate reports as requested by CEO.

9. Promote a quality of service, and ensure that established quality standards are adhered to.

10. Direct the development of short-term and long-range plans and budgets based upon corporate goals and growth objectives.

11. Strategically solve problems that encompass the larger view of the organization and establish goals/objectives/policies and procedures utilizing an understanding of organizational objectives.

12. Prepare for and participate in a lead role during surveys conducted by outside agencies, providing direction and guidance to peers during survey and to address all corrective actions related to survey outcomes.

13. Maintain compliance with regulations governing health care facilities and the rules of accrediting bodies by monitoring operations and initiating changes where required.

14. Assist in recruitment and retention of medical staff and department heads adequate to meet the needs of the facility and patient care and regulatory requirements and establishes and maintains levels of current competency in the staff necessary to meet corporate, state and regulatory standards.

15. Direct, in conjunction with the Leadership Team, the implementation and maintenance of a facility-wide quality assessment and performance improvement plan in consultation with the department heads and medical staff.

16. Provide leadership on a regular basis to department heads and medical staff, recommends compensation adjustments, and when necessary, provides counseling or

discipline to department head staff within disciplinary guidelines and corporate procedures.

17. Provides direct supervision and oversight of the Partial and Chemical Dependency IOP programs.

18 Participate in the Consulting Board and medical staff committee meetings, prepare and make provisions for the Consulting Board Meeting, its reports, minutes and agendas. Report activities to the Consulting Board at each meeting of the Board.

19 Report facility activities to the Consulting Board at each Board meeting.

20. Manage and monitor aspects of the facility budget on a yearly, monthly and daily basis as required.

21. Prepare detailed facility performance reports as requested by the CEO.

22. Consult with the Medical Director on a regular basis and with Program Directors as necessary and appropriate.

23. Adhere to all corporate and facility deadlines, and ensure a current awareness of corporate-wide goals and objectives.

24. Adhere to facility, department, corporate, personnel, and standard policies and procedures.

25. Attend all mandatory facility inservices and staff development activities as scheduled.

26. Adhere to facility standards concerning conduct, dress, attendance and punctuality.

27. Support facility-wide quality/performance improvement goals and objectives.

28. Maintain confidentiality of facility employees and patient information.

Qualifications

QUALIFICATIONS

Education: Bachelor’s Degree in a behavioral health area, marketing, business administration or related field required; Master’s Degree preferred or equivalent combination of four plus years of education and experience required.

Experience: A minimum of five (5) years experience in a health care management position with extensive experience in behavioral health care by providing executive leadership over day to day operations including direct accountability to develop and execute business strategies; provide leadership for quality of care, staff development, maintenance of license and accreditations, financial performance and process improvement strategies.

In addition, detailed knowledge of psychiatric and chemical dependency treatment issues.

Licensure: Must have a valid driver’s license.
