Job description

Position Summary

The Department of Agricultural, Food, and Resource Economics is in search of a well-qualified Finance and Administrative Officer of the Food Security Group (FSG) business office.  The office includes a team of two Co-Directors, fourteen faculty based overseas or domestically working full-time on FSG programs, additional faculty working part-time on these programs, three support staff, and graduate students. This position would primarily be responsible for supervising and managing the financial, contracting, and other administrative workflow and support staff within the office.  The person filling this position will need to meet regularly with the two FSG co-directors and with PIs running individual projects and must be able to develop strong working relationships with them.  The job will include, but not be limited to, the following:

• Collaborate with AFRE business office
• Assisting in developing policies and procedures for operational activities and administrative functions of the FSG;
• Assisting FSG Co-Directors and faculty with the coordination and financial administration of FSG project grants and sub-agreements;
• Managing personnel appointments, reappointments, and salary distributions;
• Serving as liaison between sponsor/funding source and PIs;
• Facilitating the administration, monitoring, and financial management of complex research projects currently totaling $85 million;
• Coordinating project account closeout activities and developing final reports;
• Assisting in development, and coordinating the implementation and provision of research compliance process components, including budget review and justification;
• Coordinating the preparation of reports, documents, and correspondence for regulatory agencies, participating research sites, and for internal purposes;
• Providing training to entry level PIs and administrative assistants on grant submission, research processes and paperwork;
• Applying appropriate federal guidance from 2 CFR 200. 
• Some international travel to FSG in-country programs for training and office set-up.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business administration, Finance, or a research-related field; five to eight years of related and progressively more responsible or expansive work experience in research administration including the area of pre or post award processes, or related field such as regulatory administration, or an equivalent combination of education and experience. This job requires Essentials of Research Administration at MSU Certificate series or equivalent.

Desired Qualifications

Experience working with the Office of Sponsored Programs (OSP) and the Contracts and Grants Administration (CGA) departments, U.S Agency for International Development (USAID), and other projects funded by foundations and national and international development agencies; experience with database management and reporting tools within Business Intelligence; experience with both pre-award and post-award management; extensive experience with MSU policies and procedures and Enterprise Business Solutions (EBS), Kuali Financial System (KFS); experience in preparation of budgets, budget narratives, and results framework.
