The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Corporate Accounting, Travel Management, Travel Operations.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- In a developmental capacity, serves as a technical financial management analyst on the assigned program(s). Researches questions, crosschecks, and interprets data from various sources to obtain accurate information, and provides technical advice on procedures.
- Conducts detailed analyses of functions and work processes in assigned program(s). Develops or recommends modifications to procedures, program guidelines, project objectives, and resource utilization in order to correct existing deficiencies and suggest changes to improve program areas where weakness are observed.
- Develops and implements reporting and information-gathering procedures and evaluates operations within the assigned program area(s). Provides management with evaluative reports assessing the effectiveness and efficiency of operations which are administered throughout the Service.
- Conducts selected operational reviews of assigned program(s) to assess compliance with existing guidelines. Identifies trends and/or procedural problem areas, evaluates findings, and recommends corrections and/or appropriate course of action. For developmental purposes, assists higher-graded analysts in reviewing and evaluating the most complex programs.
- Recommends changes to Servicewide guidelines, instructions, and other documents to maintain and improve effective operations of assigned program(s) as administered by all IRS operating units, consistent with agency policies.

Qualifications Federal experience is not required. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE-GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal government that demonstrated knowledge of financial management programs, policies, systems, and practices in carrying out project assignments consisting of several related tasks, such as performing studies, analyses, and research of financial management issues or problems using qualitative or quantitative methods, including cost-benefit analyses.The assignments must have shown completion of the following, or the equivalent: Assists in conducting analyses of financial management operations and effectiveness. Assists in analyzing data to identify trends and/or potential problems. Writing reports of findings and conclusions. Delivering briefings to individuals and/or groups. Management of programs and project teams.
OR
A master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work such as: accounting, finance, or business administration.
OR
Two (2)full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work such as: accounting, finance, or business administration.
OR

SPECIALIZED EXPERIENCE-GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal government that demonstrated knowledge of financial management programs, policies, systems, and practices in carrying out project assignments; accomplishment of technical program assignments that required knowledge of analytical and evaluative methods in order to assess and measure the effectiveness of financial management operations. Accomplishments normally involve the following, or the equivalent: Conducting analyses of financial management operations and effectiveness. Reviewing financial operations, policies, and systems for compliance with existing guidelines. Analyzing data to identify trends and/or potential problems. Writing reports of findings, conclusions, and recommendations. Delivering briefings to individuals and groups. Management of programs and project teams.
OR
A Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work such as: accounting, finance or business administration.
OR
Three (3) full yearsof progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work such as: accounting, finance or business administration.
OR
A combination of experience and graduate education.
