Job Summary

The Health & Safety Program Manager has direct responsibility for implementing and managing safety programs in their respective Line of Business (LOB). Reporting to the H&S Program Manager is a team of Health and Safety Coordinators who provide assistance in all matters of health and safety to managers and supervisors in their respective LOB. Assistance includes actively supporting field operations personnel in implementing and communicating recommendations stemming from Incident Investigations, interpreting OSHA regulations, Corporate Practices, and procedures, understanding new programs, documenting actions/events, and resolving health and safety issues in a consistent manner across the LOB. The position reports directly to the Director Utility Operations Services and supports LOB leadership by directly developing, implementing, and managing LOB safety programs and driving positive safety behaviors of all LOB personnel.

Job Responsibilities

•Responsible for the annual development of the LOB Health and Safety Plan including communication and monitoring. 
•LOB-wide development, application and reporting of Job Site Observations, Field Quality Assessments, Job Hazard Analysis, use of Personal Protective Equipment, Industrial Hygiene, etc.
•Responsible for overall safety and health management within the LOB in a manner that improves LOB health and safety results.
•Ensures prompt and accurate reporting of all incidents in the Incident Alert system by LOB supervision/management.
•Oversees and/or performs data entry by Health and Safety Coordinators in corporate Safety Information Management Systems (i.e., AIMS); including reconciliation of absence management data, time sheet entries, and AIMS data to ensure accurate record keeping.
•Coaches Incident Investigation teams to ensure consistent application of the Incident Investigation and Analysis Process.
•Participates in incident investigations and analysis teams and works with LOB management to ensure Utility-wide sharing of Reports and timely implementation and tracking of recommendations within their respective LOB.
•Turns Incident Analysis recommendations into policy/practices/behavior changes; interfaces with LOB field Operations groups, occupational work groups, and other groups as needed to implement recommendations.

 

 

Job Specific Qualifications

Required:
•Bachelor’s degree in Occupational Safety & Health, Engineering or related field with a minimum 8 years of work experience with direct safety-related responsibilities within the utility, construction or similar industry 
•Without a bachelor’s degree, must have a minimum of 12 years work experience with direct safety-related responsibilities within the utility, construction, or similar industry. 
•Demonstrated capabilities in performing root-cause analyses and safety incident investigations,
•Able to respond to safety emergencies reported by field based on construction schedule.
•Extensive knowledge of OSHA regulations and relevant consensus standards i.e., ANSI, ASTM, NFPA, etc.
•Strong leadership and organizational abilities; decision- making, problem solving, teamwork, client/customer satisfaction focus skills. 
•Excellent communication and analytical skills; experience in delivering presentations and training.
•Valid US drivers’ license
Desired:
•2 years of utility experience
•Occupational Safety & Health Technician (OSHT), Certified Safety Professional (CSP), Certified Utility Safety Prof (CUSP), Instructor Certification or other related certifications
