In order to significantly improve customer experiences, reduce fraud, improve interoperability, and improve adaptability, Employment Development Department (EDD) is in the process of establishing a broader set of integrated shared services leveraging new and some existing technologies that support EDD's benefits operations. The EDD is currently seeking a Data Architect to help lead the technology strategy in Enterprise Architecture and build out the end state architecture aligning with the business goals and future state vision for the EDD's program. The premise of the future state seeks to create integrated shared services where possible to improve efficiency and improve customer experience at the same time. This is an exciting opportunity to be at the forefront of technology innovations with a strong engineering team to back the potential products. You will influence and lead the engineering teams with your technical thought leadership and establish an enterprise application blueprint.
Under general direction of the EDDNext Technical Innovation Section Chief (IT Manager II), the incumbent will be responsible for helping to lead design efforts; define end-to-end architectures; oversee and perform research studies and presentations that include recommendations and instructions for proposed implementations; formulate logical descriptions of problems; and recommend optimum solutions.
This position is at EDD’s headquarters office at 800 Capitol Mall, Sacramento, California and may be eligible for telework under EDD's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- IT and business/industry work experience including architecture design and deployment, systems life cycle management, and infrastructure planning and operations.
- Experience in Salesforce, Okta, or other low code platforms.
- Experience in DevOps and CI/CD.
- Experience with data architecting, data mining, large-scale data modeling, and business requirements gathering/analysis.
- Experience in implementing enterprise data management processes, procedures, and decision support.
- Strong understanding of relational data structures, theories, principles, and practices.
- Experience in enterprise repository tools, data modeling tools, data mapping tools, and data profiling tools.
- Experience with information and application security concepts, mechanisms, and tools.
- Excellent written and oral communication skills.
- Experience providing training and performing peer reviews on technical documents.
- Experience facilitate technical discussion and document outcomes
- Leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.
- Knowledge of all components of holistic enterprise architecture, business re-engineering principles and processes, and basic knowledge of financial models and budgeting.
- Experience researching and recommending technologies, software, and hardware to improve business processes at the enterprise-level.
- Experience leading a large team of diverse technical and operational subject matter experts delivering engineering, cybersecurity, software development, analytics, integration of cybersecurity solutions, and operations and maintenance.
- Experience interfacing and providing briefings directly with executives, including the Chief Information Officer and Project Director, and internal leadership and stakeholders.
- Experience in developing and leading Enterprise Architecture teams and their capabilities, along with experience of matrixed management, and the ability to influence at all levels.
- Excellent understanding of project management principles; demonstrated ability to apply IT best practices in solving business problems; familiarity with basic graphical modeling approaches, tools and model repositories. Experience in Agile framework and tools like JIRA.
- Track record for delivering the architecture of a large organization and demonstrated ability to execute the architectural plan.
- Strong written and verbal communication skills with ability to reason logically, analyze situations, and reach sound conclusions.
- Knowledge of business ecosystems, Software as a Service (SaaS), Infrastructure as a Service (IaaS), Platform as a Service (PaaS), SOA, APIs, open data, micro services, event-driven IT and predictive analytics.
