Departmental Overview UHS provides comprehensive medical, mental health, health promotion, and insurance services to the entire Berkeley Campus community, including students, faculty, staff, and affiliated community members; with nearly 70,000 medical visits and 40,000 mental health visits to the Tang Center each year.

Responsibilities - Applies advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of applicable business practices, processes and systems and industry standards to meet end-user needs. Works at the highest technical level of various phases of systems analysis. Considers the business implications of applying technology to the current and future business environment.
- Performs senior level and highly technical Business System Analysis and Data Analysis supporting healthcare operations for UHS.
- Develops and continually enhances technology, systems, and automation processes and workflows to support the UHS clinical operations.
- Requires extensive experience with Clinical Laboratory operations, Laboratory compliance requirements; along with extensive experience managing highly complex Laboratory Information Systems (LIMS).
- Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Creates highly technical specifications for systems with broad impact at a campus / medical center / OP or within a large organization. Develops unit integration and acceptance testing plans and scenarios. May lead cross-functional teams to address complex business or systems issues.
- Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements, and revising existing system logic difficulties as necessary. Prepares functional specifications and requirement documents for new systems and applications; participates in requirements gathering sessions and system change control process. Documents business workflow and identify system improvements and automation opportunities.
- Initiates, facilitates, implements and documents work process changes. Prepares and approves or obtains approval for business process and procedural documentation. Initiates and oversees changes in processes and procedures. Sets the technical requirements for complex specifications.
- Develops and documents system test plans and executes extensive system testing; Performs extensive technical testing and system evaluation before any system upgrade or updates are done in production environments. Also leads the evaluation of new healthcare applications and system tools.
- Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Provides advanced support and training on new applications. Mentors experienced Business Systems Analysts and may lead a team of business analyst professionals.
- Leads/guides groups of end-users and technical staff to identify new clinical and operational workflows and develop new systems to meet these changing workflow and operational requirements. Leads teams in identifying opportunities for improvement and helps implement best practices and workflow changes. Participates with technical peers to troubleshoot and identify root cause analysis of complex system problems.
- Develops documentation of complex system requirements, policies, procedures. Leads efforts to properly document relevant processes, procedures, and policies. Assists the IT Manager, IT Director Director, and Laboratory Manager with necessary compliance requirements and associated documentation (including CLIA, HIPAA, FERPA, COMIA, etc.).
Required Qualifications
Education
- Bachelor's degree in related area and / or equivalent experience / training
Knowledge, Skills and Abilities
- Advanced knowledge of business and process analysis functions.
- Advanced knowledge of related areas of IT. (and clinical Laboratory operations; Electronic Health Record Systems and Laboratory Information systems)
- Knowledge relating to the design of processes and software across the organization.
- Advanced skills and methodologies associated with process and software design, modification and implementation.
- Demonstrated skills needed to develop process and system implementation plans.
- Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, et cetera.
- Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
- Demonstrated ability to work with others from diverse backgrounds.
- Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills.
- Advanced knowledge of business processes and procedures. (including clinical Laboratory operations and systems)
- Demonstrated testing and test planning skills.
- Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization.
- Knowledge of healthcare principles, terminology and procedures, including appropriate CPT and ICD-10 coding, and related healthcare billing practices.
- Extensive experience and deep technical knowledge of electronic healthcare systems and ancillary healthcare software applications, including: EHR, lab, pharmacy, radiology, and other healthcare management systems.
- Knowledge and understanding of clinical/healthcare business processes and workflows and organizational structures; Knowledge of HIPAA and FERPA privacy and security rules and California state laws regulating privacy and confidentiality of health information.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
- The budgeted salary range that the University reasonably expects to pay for this position is $116,000-$136,700.
- This is an exempt, monthly paid position.
- This is a 12-month, 100%, full-time (40 hours per week), contract position that is eligible for full UC benefits with the possibility of extension.
- This is a hybrid position, eligible for up to 80% remote capability.
