Overview:
The Director of the Illinois Migrant Education Services at NIU is responsible for all aspects of the project funded through Title I Part C funds by the Illinois State Board of Education. The Director is responsible for the contract deliverables being on time while being delivered with high quality and within budget. Migratory farmworkers and their children are identified and enrolled in educational services provided by the project to ensure that this vulnerable population across the state of Illinois will graduate from high school.
Position Summary:
This position is focused on the delivery of the statewide migrant educational program for migratory farmworkers and their children across Illinois. There are six deliverables within the project:
- identification and recruitment of eligible migratory farmworkers and their children,
- delivering supplemental instruction to their K-12 enrollment,
- collecting required federal and state data,
- maintaining the curriculum in reading, math, English Language Learning,
- coordinating a tri-annual needs assessment and federal service delivery plan along with an annual evaluation, and
- supporting parent needs and engagement.
The director must be fully bilingual in Spanish (both oral and writing fluency) and have a masters degree in a related field. There are 6 full time and several part-time employees to supervise and evaluate.
Essential Duties and Responsibilities:
Administration of NIU Illinois Migrant Education Services
- Responsible for the day-to-day operation
- Exercise direct authority for development and administration of programs including the 6 essential functions – statewide recruiting/eligibility, data collection/reporting, instruction/professional development, comprehensive needs assessment/annual evaluation, parent engagement and state/national coordination.
- Responsible for implementing NIU and ISBE operational policies and procedures as needed.
- Oversee the submission of required reports, data and other information as required by state and federal agencies.
Supervise Staff
- Direct the staffing by overseeing recruitment, training, and management of work assigned to professional and support staff.
- Create, interpret, develop and implement policies and procedures to staff; provide and assume full direction for the Illinois Migrant Education Program.
Coordination of Migrant Education Statewide and Nationally
- Serve as primary liaison between statewide program directors and other external agencies to ensure compliance with university/agency, federal, state, and sponsor regulations governing grants and contracts.
- Provide authoritative, detailed professional and technical knowledge in Migrant Education.
- Direct the physical planning and logistics of the designated program including all required instructional programming and professional development.
- Coordinate with all federal requirements including the Office of Migrant Education ( OME ) and related boards, workgroups and commissions.
Budget and Expenditures
- Develop budgets and budget proposals.
- Direct the finances of the Illinois Migrant Education program including financial aspects including negotiating and submitting budget documents.
- Implement budget allocation and resources, facilities and travel requirements.

- Five years' experience in advocacy, advisory and program-development for undocumented, migrant, and/or Latinx students.
- Two years' experience in migratory farmworker services
- Extensive professional presentations in advocacy and advisory for undocumented, migrant, and/or Latinx students.
- Demonstrated experience supervising staff
- Must be bilingual, Spanish
