Statement of Duties
The City of Somerville is seeking a dynamic leader who can bring cutting edge thinking to help create an inclusive, equitable emergency management to a Metro Boston community. Under the direction of the Mayor and the Chief Administrator officer (CAO), the Director of Emergency Management will be responsible to expand on existing Emergency Management Program that is focused on hazard reduction and adaptability. The position will be responsible for planning, developing, and implementing emergency management policies, providing training, securing grants, and creating emergency preparedness initiatives. The position is expected to be on-call and respond to emergencies outside of normal business hours. The Director of Emergency Management oversees, delegates and manages the department’s Deputy Director of Emergency Management.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Interacts with senior management and operations staff at local, state and federal agencies, the private sector, public authorities and non-profit organizations involved in emergency response activities for the City.
- Develops an effective emergency management program and serves as the key leader in planning, coordination of operations, community liaison to build the emergency program, and supporter of mitigation efforts.
- Acts as the EOC manager during an emergency, reporting directly to the mayor, and by virtue of the authority of the Mayor and CAO coordinates all the functions of government emergency response.
- Develops relationships with local businesses and organizations to ensure they are aware of the City’s emergency program and are engaged as partners with the City.
- Maintains the Emergency Operations Center (EOC) in a continuous state of readiness.
- Prepares and revises the City all-hazards emergency operations plan (EOP), comprehensive emergency management plan (CEMP), hazard mitigation plan, continuity of operations plan (COOP), and other applicable plans.
- Works with the appropriate city departments to apply for and manage grants, as required.
- Responsible for the budgetary operations of emergency management.
- Serves in a key emergency management role during incidents, emergencies and disasters of all types and sizes. At times response to the scene may be required.
- Coordinates with the Board of Health, Department of public health, area transit and other response agencies during an evacuation if the need arises a public emergency. Also coordinates the transportation needs of the nursing homes located in the city.
- Directs, organizes, prioritizes, evaluates and assigns work of assigned staff; monitors status of work in progress and reviews work performed; consults with assigned staff, and provides technical expertise.
- Schedules, trains, develops, counsels, and evaluates assigned personnel; provides or coordinates staff training and emergency drills; works with employees to correct deficiencies; implements reward and discipline procedures.
- Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and general orders; ensures adherence to established safety procedures; Helps develop a prioritize plan and recommend for the City under the direction of the Mayor.
- Compiles and/or monitors various administrative and/or statistical data pertaining to department operations; streamline documentation and reporting procedures for safety-related activities.
- Represents the City of Somerville at City Council and community meetings to provide updates on emergency response.
- Represents the City as a member of the Mystic Regional Emergency Planning Committee (REPC).
- Performs other duties as assigned.
Minimum Qualifications
Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.
- Bachelor’s degree from an accredited college or university with major course work in emergency management, criminal justice, business, public safety, public administration or related field. (Equivalent professional experience may be considered as a substitute for the required degree on an exception basis.)
- Five years of emergency management experience.
- Three years of experience in a supervisory role.
- Completion of FEMA ICS-100, ICS-200, ICS-300, ICS-700, and ICS-800
- Must possess and maintain a valid Massachusetts driver’s license.
Preferred Qualifications:
- ICS 400
- Incident Management Team Certifications
- Master's Degree in Emergency Management (or related field)
- Massachusetts Certified Emergency Management (MA-CEM) – will be required to posses within one year of hire.
- International Association of Emergency Managers (IAEM-CEM) – will be required to possess within one year of hire.
Working Environment:
A variety of indoor and outdoor environments. Employees are subject to inclement weather, hazardous conditions, and strenuous physical exertion.
Physical Demands:
Primary functions require sufficient physical ability and mobility to work in an office setting; walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
Hearing:
Hear in the normal audio range with or without correction.
Visual:
See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.
Hours: Full-Time
Salary: 129,891.86 annualized, plus benefits
