Under the direction of the Staff Services Manager I, Project Financing Unit, the AGPA acts as a divisional resource/focal point for financial management of the Department of Corrections and Rehabilitation’s Prison Construction and Renovation Capital Outlay Program. The AGPA will have lead responsibility for establishing and maintaining expenditure controls, and coordinating and compiling information necessary to support Public Works Board items. Activities are oriented to provide a balance of the provision of timely information on financial status to all operating units of the Division, which are necessary for the effective overall management of the Prison Construction/Renovation Capital Outlay Program. This position interacts with various Departmental organizations, Project Directors, contracted consultants, and construction managers for identifying/transmitting specific project information needs or approving expenditures/encumbrances; designing systems which include the programming of packaged software for specific cost management purposes, such as tracking construction project expenditures/encumbrances and appropriation controls. Frequent contact with Departmental administrative staff (accounting systems, budgets, contracts) in preparing reports, reconciling appropriations with expenditures and funds available, and coordinating responses to control agencies and monitoring financial status of specific construction projects. The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. The Human Resources Technology System (HRTS) is an intuitive, user-friendly system that provides the applicant access to real-time updates throughout the hiring process. HRTS will require new candidates to set up an account, which allows them to track their application’s progress. Possession of Minimum Qualifications will be verified prior to interview and/or appointment. Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis testing prior to appointment followed by department annual Tuberculosis testing/evaluation thereafter.
