In carrying out our mission, FCS stewardship and responsibilities include but are not limited to:

*Oversight of planning, designing, constructing, and maintaining university buildings, grounds, utility infrastructure, and energy and sustainability efforts for the physical campus in Ithaca, New York.
*Oversight of commuter, fleet, parking services, and campus mail.

The Finance Manager will develop and manage budgets for short- and long-term planning for the Energy & Sustainability and Engineering & Project Management operations groups within FCS. Conduct variance analysis of budgets, expenditures, trends, and forecasts. Make recommendations to executives to support decisions requiring well-developed technical expertise in financial management, planning and analysis. Design and develop reports for units that reflect metrics and data to aid in decisions.

The Finance Manager will oversee and/or participate in development, implementation, and management of unit specific systems and process integration to support university-wide standardized reporting. Manage, plan and monitor improvements for staffing within operations of FCS encompassing multiple and varied funding sources and accounting compliance requirements. Deliver individual and team performance expectations and formal and regular performance feedback. Ensure team has appropriate training and development goals which are established and met annually. Develop and recommend practices, procedures and operating policies that are consistent with or enhance existing University and unit policies and procedures.

The Finance Manager will also develop and monitor operating standards to provide the highest level of service, effectiveness, and efficiency. Research, analyse and recommend "best practice" methods for improving efficiencies. Monitor and ensure expenditures and revenues while maintaining ongoing supervision of financial accounts, ensuring adherence to various internal and external regulations. Manage and prepare analysis of financials to support unit leadership in achieving operating objectives reflecting cost-recovery strategies, modelling, and analysis. Guide directors and AVPs on financial matters.

Support audits as needed. Represent the University on various committees, locally at the University as well as at the state and federal level. This position develops and maintains professional working relationships with other university departments such as the Division of Financial Services, Division of Planning and Budget, University Audit, and all colleges/units.
