This position has oversight and acts as a representative of the department ensuring technical accuracy in Carbon Capture project execution in all phases. This role leads the engineering effort on assigned projects and is responsible for coordinating the individual Engineering Discipline Leads in an EPC environment. This position will manage and provide technical support for emissions intensive clients to move to low carbon energy options, as efficiently and safely as possible. This role has the responsibility to promote, develop and deploy projects to advance technologies to reduce carbon emissions and other environmental impacts of fossil fuel production while maintaining Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in engineering field of study and sixteen (16) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
•Broad experience in natural gas processing & gathering facilities including brownfield and greenfield projects
•Advanced knowledge of discipline codes and standards
•Advanced knowledge of commercial availability and cost of materials & equipment through all stages of a project
•Effort-hour estimating and staff forecasting
•Managing and leading a large project
•Project set-up, developing control-level schedules, progress reporting and project close-out
•Intermediate computer and software skills to include the use of word processing, e-mail, spread sheet and electronic presentation programs
Special Experience & Skills
•Experience with Pre and Post Combustion Carbon Capture, Amine Treaters, Carbon Dioxide compression and dehydration
•Worked with licensor Process Design Packages and implementation of licensor requirements in an overall design
•Knowledge of process simulation tools such as ASPEN
•Knowledge of CO2 pipelines and CO2 subsurface sequestration is highly valued
•Knowledge of coal fired, liquid fired and gas fired power plants is highly valued
•Revamp experience on projects involving low pressure gas at large scales is desirable
Other Job Requirements
•Direct and manage the interface between Engineering and the other disciplines on the project including Process Engineering, Project Controls, Project Management, Procurement and Contracts, Construction, and the client team
• Act as a leader in applying Cost Competitive Execution techniques and develop the most cost-effective total project solution
•Ensure that the engineering work on the project is completed on schedule, meets Fluor’s quality standards including review meetings and checking procedures, performance is within the baseline man hour and material budgets, required deliverables are produced, change management is executed in a timely manner, and Engineering Department Managers are apprised of issues related to their function
•Work with Discipline Leads and Engineering Department Managers to ensure that staffing levels are appropriate to achieve the engineering schedule commitments and personnel are assigned with appropriate ability
•Develop estimates, schedules, progress reports, and key quantity tracking reports
•Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
•Review the status of the schedule and progress performance with the Discipline Leads on a regular basis, and keep the Project Manager and Engineering Department Managers apprised of issues
•Ensure the quality of the engineering execution and deliverables
•Incorporate health, safety, and environmental factors in design
•Coordinate the identification, monitoring and forecasting of project material quantities
•Ensure that the engineering discipline leads are internally aligned and adequately interfacing with one another, and provide input to engineering departments regarding work process issues and opportunities for improvement
•Develop appropriate work distribution plans and ensure that appropriate measures are taken such that work performed in other Fluor offices or other designated entities performing Distributed Execution Engineering is completed on time and within budget, and that it meets Fluor’s quality standards
•Ensure the completion of required design reviews
•Prepare/review scopes of work for third party contracts
•Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders
•Lead, promote, and support the project value creation effort
•Adhere to industry codes and standards as well as department practices and procedures
•Contribute to and promote the use of Fluor’s knowledge management portals and communities
•Develop and build external relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence
•Serve as member on an external organization or Code committee’s steering or technical board
•Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, timely performance feedback, and performance appraisal input and counseling
•Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
•Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
•Maintain compliance with all applicable policies, procedures, and global standards
