Position Description
Tacoma Public Utilities' (TPU) Management Services Office is looking for a Senior Utilities Budget Analyst to join our team. This role performs technically complex financial research and analysis for all steps in the budget process frequently consulting with executives and managers to make recommendations on all aspects of financial management including budget preparation, maintenance, monitoring and reporting. The Senior Utilities Budget Analyst also collaborates to help operating divisions design budget programs and projects.
This position implements and manages the TPU Incentive Goal program. This includes working with superintendents, managers, and other staff to formulate over 300 comprehensive, actionable and measurable TPU Business Unit Goals in alignment with TPU Strategic Plans. The Senior Utilities Budget Analyst is responsible for monitoring progress towards goals and performing a detailed analysis and reconciliation of all goals, resolving any differences, and ensuring appropriate awarding of incentive days to employees at year end.
This position also coordinates the production of the TPU Biennial Budget Book. From start to finish, this work entails gathering narrative to a company the financial tables, ensuring the accuracy of all financials, performing final audits, and organizing reproduction of the final product for both internal and external stakeholders.
Responsibilities Include:
Provide fiscal and budgetary controls and/or monitoring over operating budgets and reporting
Assist with designing and conducting specialized, complex budgetary programs or projects and data studies related to a variety of budgetary issues
Responsible for advanced professional budget and financial analysis work in the preparation, maintenance, monitoring and reporting of budget performance for financial management of operating programs and financial reporting
Manage, oversee, and coordinate the TPU Incentive Goal Program
Provide ongoing support for financial reporting, analysis, and mentoring at all levels in the organization by employing expertise in SAP, accounting, and finance to extract and analyze data to monitor performance and prepare monthly budget performance reports
Provide labor analysis, administration, and management by reviewing projects of anticipated future salaries based on budget assumptions
Calculate estimated fiscal impacts of bargaining unit negotiations, and prepares fiscal impact statements for legislative action
Serve as backup to the TPU Performance Metrics Reporting for the Public Utility Board
Qualifications
Minimum Education*
Bachelor's degree in public or business administration or directly related field
Minimum Experience*
4 years of progressively responsible analytical and/or program coordination/management work in area related to assignment
*Equivalency: 1 year of experience = 1 year of education

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
