Job description

By Light is looking for a Contracts Specialist to provide assistance to the By Light Contracts Team by preparing task order awards, modifications, coordinating with subcontractors, and helping to complete contracting compliance requirements from pre-bid to closeout for government and commercial contracts. This role develops, negotiates, and administers contracts, of varying levels of dollar value, contract type, risk, and complexity, consistent with client requirements and procurement policies/procedures.

Solicit, negotiate, and administer non-disclosure, teaming, subcontracts, and delivery order agreements, ensuring compliance on cost, schedule, legal, and performance aspects under general supervision.
Provide strategy and business counsel on proposal strategy, assist in identifying and formulating teams of subcontractors, and ensure appropriate prime contract flow downs and firm provisions are incorporated into agreements.
Prepare and ensure contract awards and modifications for change orders and funding modifications.
Educate internal clients on procurement related issues, interact with internal and external clients, and multi-task in a fast-paced environment.
Provide day-to-day contract administration support for an assigned workload supporting various Customers to include, but not limited to, DoD, VA and Federal Healthare, proposal, contracts, and task orders.

• 2-4 years of contracts experience with the interpretation and application of federal regulations, including GSAM, FAR and DFAR
• Experience with GSA Schedule, GWACs, and commercial item acquisitions.
• Knowledge in a CPSR approved-environment
• Skill with negotiating Teaming and Non-Disclosure Agreements
• Experience with developing, analyzing, and negotiating subcontractor proposals and pricing
• Possession of excellent oral and written communication skills
• Experience with the drafting and negotiation of subcontracts
• Knowledge of IDIQ, CPFF, FFP, T&M, and LH/LOE, types of subcontracts, orders, and multiple award processes
  Ability to obtain a security clearance
• BA/BS degree required from an accredited college or university;
• Ability to work independently in a fast-paced, dynamic work environment with competing priorities and deadlines.
• Must be proficient in Microsoft Office applications to include Outlook/Teams/Word/PowerPoint/Excel

• NCMA Certified Federal Contracts Manager (CFCM) designation a plus
• Government contracting experience is preferred
• Experience with resolving conflicts and providing post award administration
• Experience with Compliance and CPSR and Self-governance regulations
