GENERAL DESCRIPTION:
The Assistant Director supports the Executive Director in all functions of the agency particularly those related to educator discipline cases, agency budget and fiscal responsibility, licensure questions, the promulgation of rules and regulations, and educator preparation program approval, and represents the agency and Board at the state and national levels, coordinating the work of agency staff, as well as anticipating and planning for agency needs in a dynamic environment.

- Provide support to the Executive Director and the Board. Provide support and leadership in the development, implementation, monitoring, and refinement of policies, procedures, and state statutes as they apply to licensure issues, educator preparation program approval, and educator conduct and discipline.
- Assist in the coordination of Board and committee meetings including the presentation and preparation of research and materials for consideration and action.
- Work closely with the Executive Assistant in the promulgation of Rules and Regulations.
- Support the agency licensure operations. Provide customer service to applicants, school districts, universities, and state departments of education regarding licensure requirements.
- Provide guidance, technical assistance, and policy interpretation to school districts and applicants in complex licensure scenarios, and work with Licensing Specialists to outline missing requirements.
- Coordinate the licensure testing program including acting as the state contact with testing companies; work with the testing companies in the development, validation, standard setting, and administration of the tests.
- Provide support and guidance on issues regarding PTSB Professional Development workshop credit.
- Assist all staff to ensure the licensing process and supporting systems are timely, efficient, and effective maintaining excellent customer service ratings, short cycle times, and minimal waste.
- Coordinate the monitoring of educator conduct and enforcement of educator discipline.
- Work with the Attorney General's Office, the Executive Director, and the Executive Assistant to initiate, coordinate, and provide support to the Board regarding all aspects of the disciplinary process including conducting or overseeing investigations of unethical or illegal licensee conduct, acting upon licensee discipline, and any subsequent hearings on such complaints.
- Provide leadership in policy development and implementation related to background checks and disciplinary action against license holders.
- Provide guidance, technical assistance, and policy interpretation on Rules and Regulations, Professional Conduct Guide, and statutes as they relate to educator conduct and discipline to stakeholders and applicants. Maintain, review, and update the Professional Conduct Guide regularly.
- Assist the Executive Director in the administration of the agency. Work with the Executive Director to coordinate the work of the agency, develop and maintain office and personnel policies and procedures; establish measurable goals and objectives provide guidance on the attainment of such goals, and keep staff informed of the important role the team plays in meeting the state mission of the Board.
- Facilitate a team environment with all staff. Assist in the preparation and monitoring of the agency's budget, and administering and accounting for PTSB resources in accordance with State purchasing and expenditure rules and accepted good business practice.
- Assist the Executive Director in keeping Board members informed about PTSB operations and programs. Provide support and guidance on the website both in terms of content and layout for an effective presentation of complex information.
- Represent the Board and agency professionally and positively to all stakeholders at the state and national level.
- Build effective relationships and collaborative partnerships with educational stakeholders including but not limited to school districts, state education agencies, educational associations and organizations, and colleges and universities.
- With the Executive Director and Board Members, develop and maintain constructive associations with the Wyoming Legislature and understand the critical nature of such by providing data and information to assist in the development of education policy and, as requested, provide presentations and information before Legislative committees, subcommittees, and Legislators.
- Represent PTSB at various in-state and out-of-state meetings, serve as the agency representative in place of the Executive Director as needed, and participate in regional and national conferences dealing with educator preparation, licensure, and discipline.
- Maintain strong working relationships with contractors and organizational partners who are critical to the success of the agency's mission and objectives.
- Assist with the educator preparation program approval process.
- Assist with program reviews and the reauthorization of educator preparation programs in Wyoming.
- Assist with the ongoing assessment, review, and adjustment of educator preparation standards.
- Assist the Executive Director with the identification of accreditation and program approval issues and trends for Board consideration
PREFERENCES:
Preference may be given for:
A Master’s degree or higher (preferably in education or related field)
Ability to represent the agency with the highest degree of professionalism.
Management skills including organizational, coordinating, and facilitation skills.
Competency as a self-directed individual capable of making independent decisions. Maintain attention to detail and accuracy, addressing multiple priorities simultaneously, and managing overall agency workflow.
Ability to maintain accurate information to advise educators, school districts, and occasionally state officials.
Superb written and verbal communication, presentation skills, and strong computer and email skills.
KNOWLEDGE:
- Experience working in a K-12 school setting, or a higher education institution.
- Excellent interpersonal and customer service skills with the ability to facilitate
conflict mitigation and client redress. - Ability to work in concert with other agencies, both government and private, toward achieving common goals and resolving common concerns and problems.
- The ability to effectively manage and train staff, help design and implement policy, and continually identify the changing needs of the agency.
- Ability to research, analyze data, and make recommendations; ability to project outcomes and advise the agency and Board.
- Knowledge of the Wyoming Education Laws and the PTSB Rules and Regulations and the ability to interpret and ensure compliance.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
