Job description

ESSENTIAL JOB FUNCTIONS: Works under the supervision of the assigned Manager to identify emergent crime patterns and series. Analyzes these tactical activities and contributes to intervention efforts. Measures and forecasts long-term public safety related activity. Provides information and analysis on police resources and on police actions and their consequences. Researches, compiles, analyzes, and interpret statistical data from a variety of sources to include offense and arrest reports, census reports, etc. Provides forecasts and interpretations of future crime statistics utilizing quantitative and qualitative methodology. Identifies and recommends methods to develop agency tactics, strategies, and long-range plans for crime control and prevention. Develops and maintains programs which will collect, collate, analyze, and disseminate crime activity data, including frequency, geographic factors, victims, targets, suspect descriptors, chronological information, suspect vehicle descriptions, modus operandi factors, potential and actual police hazards, and physical evidence information. Creates computer databases, electronic spreadsheets, desktop publishing, word processing, statistical applications such as Statistical Package for the Social Sciences (SPSS) and Microsoft Office applications to manipulate, analyze and present data. Plans and integrates efforts with City GIS.



OTHER FUNCTIONS:


1. Performs additional functions (essential or otherwise) which may be assigned.


TYPICAL PHYSICAL DEMANDS: Must be able to lift/move items weighing up to 50 pounds from one location to another. Must be able to use a multiline phone, computer, and other office equipment. Requires the ability to communicate clearly both verbally and in writing with staff and various levels of City employees.


TYPICAL WORKING CONDITIONS: Work is performed in an office setting and is sedentary. May perform work in various climates. Work involves time-related pressures and viewing of incident reports of a critical nature, changing priorities, frequent interruptions, and a high volume of work. Rotating shifts, rotating (RDOs) regular days off, and weekend work may be required. On-call work outside of business hours may be required.


MINIMUM QUALIFICATIONS: Bachelor of Arts Degree in Criminal Justice, Criminology, Urban Studies, Social Science, or related field and four (4) years’ of professional experience with one (1) year experience as a crime/research analyst in a criminal justice agency; or any combination of experience and training which enables one to perform the essential job functions. Working experience in computer data systems, statistical analysis such as SPSS, and mapping software programs such as ArcGIS. Must be able to obtain a Tennessee Information Enforcement System (TIES) certification within twelve (12) months of hire and maintain as a condition of continued employment. May be required to complete a battery of tests as deemed appropriate by Human Resources to evaluate competencies in performing job duties. All candidates must successfully pass a criminal justice employment background check to work within the Police Services Division.


The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
