Job description

TechTrend, Inc., is seeking an experienced, senior-level professional to lead our proposal efforts and campaigns for new business. The Proposal Manager will be responsible for leading all assigned proposals efforts in coordination with TechTrend Business Development, Capture and Technical support teams. The successful candidate will have a successful track record in developing and managing winning proposals for a federal government contractor.

Additionally, this opportunity requires the ability to manage multiple proposals, sometimes simultaneously, utilizing a formal proposal process framework such as Shipley.

Responsibilities:

• Manage compliant and compelling responses to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Information (RFIs), and Sources Sought notices leveraging Responsive (formerly RFPIO).
• Improve and maintain reusable proposal content to include past performances, technical approaches/methods/process documentation, corporate capability materials, and other value-add content that supports efficient proposal development.
• Develop proposal outlines, compliance matrices, and proposal schedules.
• Coordinate proposal reviews with all internal and external stakeholders.
• Ensure absolute compliance with solicitation requirements and evaluation criteria.
• Lead or write proposal content as needed/appropriate.
• Manage proposal kickoffs, data calls, schedules, and color reviews.
• Generate reports and communicate timely and accurate proposal status to Executive and BD/Capture personnel.

Other Tasks May Include:

• Ten (10) plus years of professional hands-on experience, preferably in the Federal acquisition space for information technology solutions to include cloud technologies.
• Experience developing and managing proposals – from rapid response task order responses to large (>$50M) competitive proposals, with customers ranging from Fed/Civil to DoD to commercial.
• Proficiency with Responsive (formerly RFPIO) proposal management software.
• Ability to breakdown RFP requirements, integrate win themes, and manage the effort in partnership with internal team and business partners.
• Strong organization skills, attention to detail, and follow-through.
• Ability to work independently and in a team environment.
• Experience with Shipley processes is a plus.
• Technical background and experience with technical writing is a plus.
• Completion of Microsoft Azure Fundamentals certification (AZ-900) within first six (6) months of employment.
