Salary and Benefits: This is a full-time, benefited Professional 5 level position. Starting salary range: $69,597.00 - $78,674.00/annually, depending upon experience.

JOB SUMMARY:
The Laramie County Community College CDL Program Manager is an essential team leader for ensuring the success of the CDL program at both LCCC campuses in Cheyenne and Laramie. The manager, under guidance from internal and external stakeholders, addresses all aspects of management, marketing, training, maintenance, and compliance duties related to the program. The CDL Program Manager is vital in addressing the demand for more diversified training accommodating special training needs without compromising the current training model.

ESSENTIAL FUNCTIONS: – this position is Exempt , or is not eligible for compensatory or overtime pay provisions of the FLSA. This listing of essential duties is not all-inclusive but representative. Other duties may be assigned.
- Maintains course coverage and testing schedules by overseeing hiring and daily training schedules for instructors and assigning testing of students to on-staff certified third party testers.
- Ensures safety by assigning vehicle repair and maintenance duties to appropriate vendors and by following all safety protocols on the road and in the classroom.
- Monitors instructor qualifications and training by developing training modules to enhance the CDL program.
- Ensures compliance with government agencies by reviewing training records for accuracy, transmitting complete and accurate test records when needed and complying with state and federal record program audits.
- Ensures program operates in accordance with policies and procedures by staying up-to-date will OSHA, FERPA, FMCSA, state laws, and applicable rules and policies.
- Manages the CDL budget by seeking grand funding for program enhancement, development and expansion and by maintaining records of purchase orders and purchase cards
- Maintains records by securing contracts with private and governmental entities for CDL training of their employees.
Other tasks may be assigned based on contemporary institutional need .
KNOWLEDGE, SKILLS & ABILITIES:
- Extensive knowledge of CDL requirements and pending legislative changes.
- Ability to work in an environment of collaboration, cooperation, sensitivity, and confidentiality in working with the public, students, colleagues, and staff in both the classroom and campus settings.
- Ability to represent the College at appropriate meetings and planning sessions as they relate to the assigned area of management.
- Ability to operate commercial vehicles and equipment associated with the program.
- Knowledge in application-based platforms for Android and iPhone devices and be comfortable with electronic logbook and vehicle inspection reports.
PHYSICAL/MENTAL DEMANDS:
- The essential functions of this position require work in an industrial setting including but not limited to working with/on tractor/trailers.
- Exposure to potential hazardous materials, chemicals, and flammable materials; appropriate personal protection equipment (PPE) must be utilized.
- Exposure to extreme temperatures and weather conditions for extended periods of time; appropriate safety equipment and procedures must be utilized at all times.
- To successfully perform the essential functions of this position, an employee must be able to maintain. appropriate composure and necessary confidentiality with regard to both past and current employee, student, and donor data; documents; issues; etc., and respect privacy needs of employees, students, donors.
- While performing the essential functions of this position a variable work schedule may be required including long workdays, evenings, and weekends as needed.
- There may be occurrences of interacting with employees and/or students, past employees and/or students, members of the general public, and others who express opinions, may exhibit strong emotions, which will require the employee to interact professionally, diplomatically, and appropriately in such situations.
- While performing the essential duties of this position, an employee would frequently be required to squat, bend, twist, kneel, sit, stand, climb, and extend arms over head.
- There may be multiple/daily instances of prolonged sitting, standing, and personal computer use, which would include keyboard and/or mouse usage as well as viewing a computer monitor.
- The noise level in the work environment is usually moderate; however, there may be unexpected instances of somewhat loud sounds.

EDUCATION AND EXPERIENCE REQUIREMENTS
Minimum Qualifications:
- Associate degree or five years’ work experience as it related to the transportation industry in a supervisory capacity.
- Must be a Wyoming DOT certified Third Party Tester or be able to get certified within 6 months of hire.
- Must possess a current Class A CDL license.
- Must be knowledgeable in FMCSA and DOT rules and regulations.
- Must provide and maintain a current US DOT Medical Certificate provided by a registered medical examiner who is registered in the FMCSA Clearinghouse system.
- Must agree to be registered in the FMCSA Clearinghouse system.
- Must be able to pass a pre-employment drug screening and background check and be able to participate in random drug screening program as required by FMCSA.
- Must provide a Motor Vehicle Record indicating that the applicant “Commercial Status” reflects “Licensed”.
- Must certify that they were never disqualified from operating a commercial vehicle based on Title 49→ Subtitle B → Chapter III → Subchapter B → Part 383 → Table 1 to 383.51
Preferred Qualifications:
- Bachelor’s degree or higher from a regionally accredited institution in Business, Management, Transportation Logistics, or a closely related field.
- Licensed and ability to operate manual transmission truck (10, 13, 18 speed).
- Five years of program supervision/management in a CDL training related industry.
- Possession of or ability to obtain these endorsements: Hazardous Materials, Double/Triples, and Tanker.
- Experience in coordinating and prioritizing schedules, time management, delegating responsibilities, program management, and knowledge of DOT regulations.
- Strong computer skills.
