Job Description and Duties

The Assistant Deputy Director participates in developing high level policy recommendations for the Commission. Under the general direction of the Deputy Director, Finance and Legislation (Career Executive Assignment), the incumbent primarily performs tasks associated with the Commission’s legislative program, including monitoring, researching, analyzing, and making recommendations on legislation and legislative proposals that affect the Commission and the state’s transportation programs; drafting reports, correspondence, and position papers related to proposed or pending legislation; and attending and presenting at public hearings. The Assistant Deputy Director engages with transportation stakeholders to facilitate an understanding of the Commission’s work and to identify transportation-related needs, concerns, and opportunities. In addition, the Assistant Deputy Director assists in the review of transportation finance matters, including state budget proposals and program fund estimates.

Eligibility for hire may be determined by your score on the Staff Services Manager II (Supervisory) Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Position located in Sacramento, Sacramento County.

This position involves teleworking and reporting to the office as needed and/or required. The incumbent is required to comply with telework agreement policies and procedures.

Travel to the Commission meetings may be required.  Occasional travel to other meetings and hearings may also be required.

While at their base of operation, employee will work in a climate-controlled office under artificial lighting.

Employee may be required to sit for long periods using a keyboard and video display terminal to review and access information.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

Occasional travel may be required. Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

1.  Experience monitoring and analyzing legislation

2.  Experience working with the Legislature and stakeholder groups

3.  Experience managing a team and supervising staff

4.  Experience preparing written reports and presenting at public meetings

5.  Knowledge of state and federal transportation statutes, policies, and financing
