BC Assessment is currently looking for a People Practice Advisor – Leadership, Career and Workforce Strategies for a 12-month temporary assignment (with the possibility of extension).

The Strategic People Programs team develops and implements people strategies that support the business and the people of BC Assessment. The team is located at our Uptown office and oversees learning and development, diversity & inclusion, leadership development, engagement and culture, career, succession planning, workforce strategies and performance development for all BC Assessment employees.

Job Overview
Reporting to the Director, Strategic People Programs, the People Practice Advisor will focus on leadership and career development, lead succession planning practice, performance development and workforce strategies. You will build out our career development supports, developing programs and tools for mentoring and knowledge transfer and reinforce the success of these processes through our performance development process.
To be successful you will have a passion for informing your work through the use of employee consultation, leadership and career development tools, data and workforce analytics. You will relish the opportunity to work collaboratively with all areas and levels of the business, and challenge status quo thinking. You will foster talent by working both through individual coaching and developing system-wide frameworks, ensuring BC Assessment has the right people, in the right place at the right time.
Key Accountabilities
Succession Planning and Management
Works closely with the Executive and Senior Leadership Team members to develop and implement succession programming for positions identified as critical to organization continuity and success.
Develops and implements programs which identify and provide development opportunities and resources to high performing individuals with the potential to increased scope of responsibility over time.
Identifies qualified executive coaches to provide coaching services to management. Procures, negotiates and manages contracts to ensure the delivery of services.
Leadership Development
Works closely with the Program Lead (Learning Centre) to identify leadership and team development needs and provides input in the design, development and delivery of leadership and management programs
Identifies qualified external education partners or consultants to develop and/or deliver leadership and team development programs, and when necessary, procures, negotiates and manages contracts to ensure the delivery of services.
Provides coaching support to leaders individually and in teams to sharpen or modify leadership team behavior to align with BCA’s values and to improve performance and organizational effectiveness
As necessary, develops course content and facilitates learning programs including developing micro learning and attends development programs to evaluate the content and/or quality of delivery.
Career Development
Works closely with the Program Lead (Learning) and the Manager of Talent Acquisition to develop and implement programs that build career management capabilities
Provides coaching support to employees and managers individually and in groups on career management
Develops and implements mentoring and knowledge transfer strategies
Performance Development
Provides oversight to the corporate performance development program and partners with Talent Systems Lead to further enable the use of Workday for performance development purposes.
Workforce Planning
Conducts current workforce analysis, identifies strategically important roles, and leads scenario planning sessions to identify possible scenarios and identify the most likely future for planning.
Works closely with the Executive and Senior Leadership Team to develop and implement Strategic Workforce Plans, aligned with the corporate Strategic Plan
Partners with business leaders and the Manager of Talent Acquisition and the People Practice Advisor (Learning) to identify workforce gaps, and create strategies and plans to manage these gaps.
Qualifications
Education
Successful completion of a related degree in Leadership and Training, Organizational Development, Business Administration, Human Resources, Management Development or Adult Education.
Masters degree in OD, Organization Behaviour or Leadership would be an asset.
Coaching designation would be an asset.
Experience
Minimum of three to five years of experience in people and organization development, preferably in a unionized environment.
Experience in the design, development and delivery of corporate programs.
Demonstrated project management experience.
Note: An equivalent combination of education and experience may be considered.
Location: Victoria, BC – Uptown
Compensation: $94,790 to $115,850
