Job description
Norfolk, a full-service facility provides agile response to customer requirements, whether emergent or planned. The facility offers support 24 hours a day, 365 days a year. Norfolk Ship Repair, a 109-acre facility, plans, manages and performs nearly any size job of any complexity. We are looking for a Program Financial Analyst.
As a Program Financial analyst on a major ship repair production program the candidate will be responsible for;
- All aspects of financial control on the program.
- Analyzes contractor's projected estimated costs for reasonableness, reviewing in detail the significant direct and indirect cost elements of material, labor, overhead, general and administrative expenses, facilities, engineering, special tooling, packaging and packing, transportation, and other costs which extend over the life of the contract.
- Monitors and controls costs and schedules.
- Performs analyses and prepares reports to ensure that contracts are within negotiated parameters and cost control guidelines.
- Prepares budgets and schedules and performs and/or assists in financial analyses such as variance analysis.
- Prepares weekly/monthly reports and presentations analyzing contractor status to include performance/trend evaluations, independent cost-to-complete projections, and identification of potential problem areas.
- Evaluates the contractor's experience, production, and technical ability on current and previous programs as to manufacturing, program support, overhead, general administrative expenses, and profit to better predict the future costs to-be incurred. Investigates the adequacy and soundness of the program’s Estimate-at-Complete and makes adjustments with the support of the project team as needed.
- Performs other related duties as assigned, including continuous improvement initiatives.
Required Education, Experience, & Skills - Bachelor's degree in Business, Finance, Accounting, or other discipline and 2 years of experience or equivalent combination of education and experience.
- Experience using specialized knowledge of budget and/or cost analysis principles and procedures to analyze, evaluate, and participate in the performance management of contracts.
- Must be proficient in working with large spreadsheets and financial data.
Preferred Education, Experience, & Skills - Knowledge of the manufacturing processes or other technical considerations necessary to analyze and evaluate historical production and statistical cost data relating to the work being performed.
- Project / program / proposal management experience a plus.
- Knowledge of Hyperion Planning and/or Hyperion Financial Management a plus.
- Knowledge of Federal Acquisitions Regulations, FAR Part 15, Contract by Negotiations and FAR Part 31, Contract Cost Principles and Procedures
- Applied knowledge of Earned Value Management
- Comprehensive organizational, analytical and written and oral communication skills.
Pay Information Full-Time Salary Range: $58300 - $99100
