Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

The Office of Environmental Farming and Innovation (OEFI) is recruiting to fill one (1) Environmental Program Manager I (Supervisory) position located in Sacramento.

The hiring unit has established the following internal cut-off dates for this Job Control:

Under the direction of the Environmental Program Manager II, the Environmental Program Manager I (EPM I) leads oversight of OEFI’s flagship incentive programs: the Alternative Manure Management Program, Dairy Digester Research and Development Program, the Healthy Soils Program, and the State Water Efficiency Enhancement, as well as CDFA’s technical assistance grant programs. The EPM I provides leadership for these programs to support the implementation of Assembly Bill 1757 (García and Cristina, 2022).

Duties include, but are not limited to:

• Manage incentive and technical assistance programs housed within the Office of Environmental Farming and Innovation to ensure incorporation of stakeholder input, robust budget management, and alignment with CDFA’s and the State’s climate and equity goals.

• Engage OEFI staff in the continual improvement of policies and procedures to realize higher quality and more efficient workflows. Review guidance and recommendations on program-related policies, procedures, laws, improvement recommendations, and regulations from direct reports and oversee implementation.

• Oversee implementation of Memorandum of Understanding on Technical Assistance between CDFA, NRCS, CARCD and UCANR. Supervise Technical Assistance Lead in coordinating MOA activities.

• Oversee staff activities related to the implementation of AB 1757, including:

- Coordination with the California Air Resources Board to develop standard methodologies to consistently track greenhouse gas emissions and reductions and carbon sequestration on working lands;

- Coordination with the Natural Resources Agency to publish data about progress towards AB 1757 targets by January 1, 2025 and every two years thereafter;

- Coordination with the California Natural Resources Agency and Air Resources Board to review and update the Natural and Working Lands Climate Smart Strategy pursuant to PRC Section 39740.2.

Working Conditions

This position will require travel by various modes of transportation. Overnight travel is occasional. The duties of this position are primarily conducted indoors. The incumbent works from home or in an office furnished with modular office equipment and has a computer, with various software programs, including e-mail, a  telephone and cell phone with voicemail, overhead storage areas, portable and stationary filing drawers, and bins.

Incumbents must be able to establish and maintain effective working relationships with those contacted during the course of the work; work well under pressure, make appropriate decisions and well thought out recommendations, work independently in completing assigned work, and meet required deadlines. Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule on accordance with CDFA’s Telework Policy.

Special Requirements

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Academic background in agricultural and/or natural resource science.

-Experience managing grant programs.

-Experience with project management process and software.

-Experience briefing and preparing materials for executive leadership.

-Experience with policy and bill analysis.

-Experience in external affairs, including stakeholder management and communications.
