Position Summary:
The Property Supervisor ensures the Council’s program and service facilities/sites are operational and in good condition and provides overall leadership and guidance to camp Site Managers for the efficient operations of the GSNI-M property portfolio. The incumbent directs the development of the tactical planning for the maintenance of the Council’s facilities/sites which includes directing the creation of maintenance schedules, approving projects and expenditures and overseeing vendor services and outside contracts. The Property Supervisor also provides support to the CFO and the property team by planning and completing major capital projects that affect all, several or individual properties, which may include, but are not limited to, maintenance projects, construction projects and purchasing negotiations and agreements.
Essential Duties:
- Ensures all Council program and service facilities are safe and operational and supports membership recruitment and retention through effective administration of all properties.
- Partners with the Program Team to ensure properties are appropriate to deliver high quality programs.
- Coordinates and manages council wide property projects ensuring efficient use of council financial, equipment and human resources.
- Provides supervision & guidance for Site Managers, and other contracted help.
- Ensures maintenance, repair and replacement of properties/equipment as needed to support programming.
- Ensures that Council owned vehicles and equipment are in good working condition.
- Ensures an accurate inventory of all Council owned equipment.
- Creates Requests for Proposals and negotiates bids and contracts for property, equipment and materials as needed and according to budget.
- Assists with negotiation of bids and contracts for property, equipment and materials as needed and according to budget.
- Enforces all policies and procedures including Council, ACA, county, state, and federal.
- Oversees the preparation of the annual property operating and capital budgets with supporting detail and rationale for integration into the Council’s annual operating budget and capital budget.
- Manages Council’s approved budget for property development and maintenance by prioritizing needs, authorizing the purchase of supplies and equipment, determining the needs for and use of the services of outside consultants, developing contract specifications for major projects, solicits bids and hiring contractors when work cannot be handled by the property staff, all within the parameters of established budget constraints.
- Serves as substitute site manager in the absence of site managers due to illness, injury and vacation or as needed, which may require being on-site at our various camps.
- Develops and maintains a risk management plan for all camp operations and ensures compliance with all safety standards and that policies are followed in accordance with GSUSA, state and local laws and health regulations.
- Develops and monitors site security and emergency systems and procedures to ensure safe usage of facilities.
- Supports implementation of Long Range Property and Long Range Program plan.
- Performs other duties as assigned.
Education:
- BA in recreation/environmental education or equivalent experience
- Project Management Certification desirable
Knowledge and Experience:
- 5+ years experience in staff supervision
- 5+ years experience in managing property projects
- 10+ years experience with general maintenance, facility improvements, equipment and grounds;
- 5+ years experience in property management
- Experience working with and directing volunteers (desirable):
- Knowledge of basic property building design and improvements.
- Computer proficiency and experience with MS Office Suite highly desirable.
- Familiarity with risk management plans for property and facilities.
- Strong communication and organizational skills.
- Excellent judgment, with the ability to work independently and manage multiple projects and deadlines.
- Experience in crisis management and ability to stay cool under pressure.
- Ability to understand financial data and work with budgets
Essential Skills:
- Project Management skills
- Ability to build and manage schedules and projects in an electronic format
- Working knowledge of Asana (desired)
- Maintenance skills including the operation of power equipment, basic plumbing, electrical and carpentry skills and knowledge of emergency procedures
Physical/Mental Essential Requirements:
- Walking, standing, bending, stooping, reaching, moderate lifting and carrying (up to sixty (60) pounds).
- Full range of body motion including manual and finger dexterity and eye-hand coordination.
- Requires corrected vision and hearing to normal range.
- Ability to perform physical labor, sometimes for extended periods of time.
- Occasional need to stand for long periods of time.
- Ability to focus on detail and accuracy of work product.
- Work is performed primarily outdoors. Ability to work outdoors in all weather conditions.
- Valid Driver's License and willingness to travel to various work and meeting locations to meet with volunteers and staff.
- Insurable under the Council’s policy for driving and proof of personal vehicle insurance.
- Dependable Transportation is a must.
- Ability to work flexible hours, including evenings and weekends as needed.
- Occasional high stress may be experienced in dealing with staff and volunteers.
- A commitment and passion for the Girl Scout Mission and an ability to effectively promote and communicate the Mission and Vision to external and internal stakeholders.
