Job description
The ROW Permit Administrator is responsible for managing the ROW permitting process from start to finish. This includes the management and processing of right of way permits and related contractual agreements for non-railroad uses of Alaska Railroad Corporation (ARRC) Right-of-Way (ROW) including temporary, short-term, or long-term uses by utilities, engineers, surveyors, environmental contractors, government uses for roads and public facilities or other general users. This position also manages and establishes processes to ensure permits are accurate and based on contract requirements. This position is also responsible for complying with filing standards for all ROW permits including archiving real estate contract records.
This position works very closely with the Real Estate Department’s Manager, Real Estate Contracts and Billing as the two positions perform related work for different permittees seeking to use ARRC land. While this position’s focus is on the project-related permit uses, the work may have a broader scope depending on the circumstances of the requested permit.
This position also supports the Accounting Department’s Manager, Reimbursable Services position by providing backup for invoicing, setting up reimbursable jobs, etc.
Responsible for management of ROW permits for temporary, short term or non-exclusive use of ARRC property. Establishes application review process based on permit type. Reviews permit applications for ROW use and determines appropriate review process required. Recommends changes to the ARRC permitting policies and fee schedules.
Develops and manages permit application workflow for all requests. Solicits and reviews comments received from other ARRC departments including Engineering, Transportation, Maintenance of Way, Real Estate and Security to incorporate supplemental conditions or restrictions in the contract document to ensure contracts include appropriate safeguards to protect ARRC’s assets and operations from potential negative impacts by third party users. Tracks the permit to closure, including obtaining a preferred inspection date (where required), and coordinating the inspection with the Permittee and ARRC representative ensuring that the inspection is ultimately passed. Prepares and/or reviews draft ROW contracts and related documents based on terms and conditions to ensure compliance with applicable policy and guidelines and/or identifies potential problem areas such as unclear contract language or inadequate supplemental conditions, and makes recommendations to ARRC’s Legal Office for final review. Prepares and/or reviews miscellaneous draft contract amendments, permits, and ROW agreements. Provides backup and support to the Manager, Reimbursable Services, including establishing and analyzing project budgets for reimbursable projects, setting up reimbursable jobs, and preparing invoices. Maintains metrics on ROW permit activities to reflect the volume and production of permits received, reviewed and issued. Prepares management reports making recommendations regarding ARRC’s permitting practices. Develops and maintains ARRC website for Right-of-way permitting including writing content to describe an overview of ROW application process, procedures, and application forms for various property access requests.
