The Work Unit:
The Fiscal Services Section provides accounting, budgeting, budget submission, policy, and grant management services; contract writing and management; accounts receivable billing; supplies and equipment procurement; personnel administration; and professional, technical, and administrative support services to internal and external customers for the Water Quality Control Division (WQCD).
What You Will Be Doing:
This position will serve as the accounting unit manager and will oversee the work accuracy and product of three direct reports. The position will oversee accounts receivable, grant management, and financial reporting and training. The financial workload requires that the full range of technical guidance, support, planning, implementation of statute and special bills, fee setting, monitoring and corrective intervention be provided for WQCD and CDPHE. This involves overseeing all four funding types: General Fund, Cash Funds, Reappropriated Funds, and multiple Federal Fund grants with a variety of distinct funding sources. The position’s primary responsibilities are to ensure proper alignment of departmental strategies and ensure the alignment of processes and procedures to the fiscal procurement manual, GAAP, GASB, State fiscal rules, the Colorado Procurement Code and other applicable laws and regulations. This position assures efficient and effective processes and compliance with applicable rules, regulations, department and State procedures. Position seeks partnerships alongside division finance positions to offer strategic solutions to budget and resource needs as they arise. Position identifies new funding opportunities at the state and federal level.
Minimum Qualifications:
Option Three: Substitutions - Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience. Additional appropriate education will substitute for the required experience on a year-for-year basis.
