The purpose of this position is to serve as a Staff Psychologist within the Behavioral Health Interdisciplinary Program (BHIP), which falls within the VA Northern California Health Care System Mental Health Service. The position functions as part of an interdisciplinary team and applies advanced strategies to a full range of patient problems. Services will generally be provided in the clinic and, under some circumstances, via telehealth. The primary job functions of psychologists at the GS-13 level include the provision of direct psychological patient care, consultation services on difficult or complex cases, and education of staff.


At the GS-13 level, duties for the position may include but are not limited to:

This is an OPEN CONTINUOUS ANNOUNCEMENT and may be posted up to September 30, 2024. The initial cut-off date for referral of eligible applications will be February 22, 2024, with subsequent cut-off dates on the 1st and 15th of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Basic Requirements :

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).



Grade Determinations :



GS-11 Staff Psychologist (Entry Level)



Experience: None beyond the basic requirements.



GS-12 Staff Psychologist (Developmental Level)Experience. At least 1 year of experience as a professional psychologist equivalent to the next lower grade level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-11 grade level.


In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities: GS-13 Staff Psychologist (Full Performance Level)



Experience . At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level.


In addition to the experience above, the candidate must demonstrate the following Knowledge, Skills, and Abilities: References: VA handbook 5005/103, Part II, Appendix G18, Psychologist Qualification Standard, Veterans Health Administration, dated February 7, 2018.


The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
