Description:
The Talent Development Manager will provide leadership and expertise to include Learning & Development, Performance Management, Talent and Succession Planning and Talent Acquisition to the organization. This role will work with the HR function, corporate business partners and key stakeholders in designing, delivering, maintaining, and supporting the aforementioned programs and processes to increase employee capability and drive performance. This role will lead a small team to achieve the objectives of the department and will report into the VP, Human Resources.
Working Conditions:
Working conditions are of a professional office environment. Administrative personnel may require the use of personal protective equipment (PPE) to include but not limited to; eye safety glasses, hearing protection, work boots, and hardhats when and if they visit operational areas.
1. Qualifications:
1.1. Bachelor’s Degree in Business, Human Resources, Organizational Development or similar degree. Master’s degree preferred.
1.2. Minimum of five years’ of experience in creating and managing employee development programs.
1.3. Minimum of three years’ experience in recruiting for a range of job categories and levels.
1.4. Must have previous supervisory experience and demonstrates strong customer focus, supervisory and leadership skills and relationship-building.
1.5. Must have the ability to meet deadlines and possess strong relationship-building, problem-solving and analytical skills.
1.6. Ability to work independently and take initiative on major projects and collaborate as a team player.
1.7. Ability to manage multiple priorities simultaneously, driving action-oriented results while retaining attention to detail.
1.8. Experience with Microsoft Office suite (Excel, PowerPoint, Word and Outlook).
1.9. Proficient at PowerPoint design for executive audiences and storytelling with data.
1.10. Strong written and verbal communication skills.
1.11. Ability to work closely with employees at all levels in the organization as well as candidates, recruiters, and other outside contacts.
1.12. Experience developing customized solutions from an ambiguous "need" to a fully orchestrated end product.
1.13. Ability to maintain confidentiality and establish credibility.
1.14. Bilingual in Spanish or Turkish a plus.
2. Responsibilities:
2.1. Assists in designing and developing the Talent Acquisition strategy to ensure inclusive hiring practices are in place, ensuring a balanced slate in final hiring pools, and creating potential high school and higher education partnership programs.
2.2. Manages the Talent Acquisition process from sourcing to onboarding.
2.3. Partner with the HR Team to ensure our training, selection, staffing and assessment practices build teams that reflect the communities we serve and ensure diversity in our talent pool, recruiting and succession plans.
2.4. Ensure all Talent Management processes are successfully deployed, including Annual Performance conversations, goal setting and cascades throughout the organization, Individual Development Plans, mid-year performance conversations and succession planning along with setting timelines, coordinating communications, developing materials and facilitating training.
2.5. Supports the design and implementation of leadership development programs ensuring relevance, consistency, and effectiveness.
2.6. Advises and coaches the organization on talent-related matters, such as coaching, leadership development, competencies, and skills.
2.7. Collaborates with HR and other internal stakeholders to deliver and support talent and organizational development initiatives and projects, using a train-the-trainer approach when appropriate.
2.8. Acts as a change agent to support the rollout and adoption of talent and organizational development programs and processes, using structured, simple, and best practices in change management.
2.9. Supports HR leaders in the capability and team development of the HR function.
3. Activities:
3.1. Manage and audit the development and updating of job descriptions ensuring that they are current and reflective with up-to-date requirements and Organizational structure.
3.2. Creates and maintains learning materials, resources, and tools to support the business regarding talent and organizational development programs and processes.
3.3. Ensure detailed tracking and documentation of training completions for all employees.
3.4. Provides appropriate action plans to attract and retain top talent based on new hires, exit interviews, hiring trends, etc.
3.5. Develops and implements metrics to measure the success and impact of talent acquisition, talent management and organizational programs and processes and provides reports and insights to stakeholders.
3.6. Uses knowledge of current legislation and employment practices to ensure compliance with EEO, ADA, immigration and employment law throughout the employment process.
3.7. Other duties as assigned.
4. Authority and Obligation:
4.1. This position has direct authority over the Talent Acquisition and Organizational Development Department.
