MINIMUM PAY RATE:$89,177 annually

POSITION SUMMARY

Provides comprehensive leadership and support to college leaders and employees regarding all HR matters under the direction of the Chief Human Resources Officer. Directs designated HR managers/Sr. HR Generalists/HR Generalists and staff in providing comprehensive HR services and executing HR and organizational strategies and objectives.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES

1. Develop and implement HR strategies, programs, and initiatives aligned with the overall organizational strategic plan and goals, and, including but not limited to policy development, guidance, and interpretation, talent acquisition, employment & onboarding, total rewards (compensation, health and wellness benefits), employee/manager learning & development, human resource information systems (HRIS), safety/risk management, performance management, employee relations and retention, compliance, diversity, equity & inclusion, and labor relations.

2. Supervise, coach, and develop staff to ensure performance management and development goals facilitate and align with organizational, department, and employee objectives.

3. Exercise analytical skills in assessing and determining recommended outcomes for personnel related and HR department related matters. Apply sound problem-solving analysis.
4. Establish excellent working relationships with JJC leadership/management team, supervisors, and employees with responsive and service-oriented interactions to elevate organizational culture, satisfaction, morale, and increase productivity and retention.
5. Assist the Chief Human Resources Officer with administration of collective bargaining agreements and management of employee relations and grievance processes. Manage and resolve complex employee relations issues; coordinate effective, thorough, and objective investigations.
6. Analyze trends, metrics, and data, to provide quantitative and qualitative evidence to support recommendations and initiatives.
7. Maintain in depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Engage with the College's outside legal counsel on appropriate matters.
8. Assist the Chief Human Resources Officer in overseeing the corrective action process, including modifications and changes to policy and procedures, and in developing proactive employee relations programs and initiatives.
9. Serve as project manager/team lead for HR and college-wide initiatives.
10. Develop innovative HR programs, services and/or processes to address continuous improvements within the department.
11. Work with the HR team to establish an employment branding strategy across all HR areas and promoted through various channels (website, portal, social media, print, etc.)
12. Provide change management and organizational development expertise as necessary to support achievement of business goals.
13. Assess training needs and establish in-house employee training systems that addresses new employee orientation, supervisory/management development, and other professional development needs.
14. Assist the Chief Human Resources Officer in the areas of Title IX compliance, sexual harassment, workplace harassment, EEO, diversity, equity, inclusion, employee behavioral intervention, and conflict of interest reporting.
15. Oversee and manage a performance management system.
16. Conduct training to managers and employees on HR related topics.
17. In the absence of the Chief Human Resources Officer, assume responsibility for the oversight of the Human Resources Department.
18. Perform related duties as assigned.


MINIMUM QUALIFICATIONS

1. Master's degree in Human Resources or related field.
2. Five (5) or more years progressive Human Resources and management experience.
3. Knowledge of HR systems and databases.
4. Strong analytical skills.
5. Experience with developing and reporting on HR metrics.
6. Excellent listening, negotiation, and presentation skills.
7. Conflict resolution skills.
8. Excellent interpersonal skills.
9. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
10. Demonstrated commitment to the college's core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation and quality.

PREFERRED QUALIFICATIONS

1. SPHR or SHRM-SCP certification
2. Change management and organizational development experience.
3. Negotiation and Labor Relations experience.
4. English and Spanish verbal and written communication proficiency.
5. Demonstrated multicultural competence.

PHYSICAL DEMANDS

1. Normal office physical demands.
2. Ability to travel between campus locations, to, and from community events.
3. Ability to travel in state and nationally.

WORKING CONDITIONS

1. Duties are performed indoors in the usual office environment and/or in an approved hybrid/flex/remote work capacity in alignment with College policy/practice.
