Overview
GovCIO is seeking a Program Manager to support the Department of Veterans Affairs (VA). You will be responsible for managing staff and technical delivery of IT-related functionality. The Program Manager will also be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables. You will be a key team member of a larger Product Line and Portfolio team so your skills, experience and current observation-based recommendations for the products, Product Line and Portfolio are key to the greater success of the customers, Veterans, and beneficiaries. You will also assist the client with developing strategy and executing product lifecycle management based on Agile/SAFe/DevSecOps best practices. As one of the senior leaders across this Product Line, you will play an essential role in identifying, expanding, and/or strengthening the team’s capabilities and services to the customer. The environment is dynamic and client needs are evolving; flexibility and forward-thinking views are important for success.
This position will be a fully remote position with core office hours Monday through Friday 8 am to 5 pm ET.
Responsibilities
Manages a project team comprised of a multidisciplinary staff.
Assist in JIRA administration and standardization.
Assist in Product Scorecard Metrics and refinement, working with Product Managers and Technical Managers as necessary
Set the GovCIO general direction based on the Portfolio-level leadership’s guidance and interactions.
Work with the GovCIO Leadership team to determine and execute strategic initiatives, where appropriate/requested.
Program management, governance, oversight, and reporting capabilities.
Creation of a strategic roadmap, with alignment to goals and operational plans.
Support the VA in the communication and management of the roadmap.
Support VA Leadership with managing the Product Line including, but not limited to:
Developing and executing Product Line Management strategies,
Developing briefings to senior VA and OIT leadership,
Supporting data calls,
Supporting recurring reporting activities,
Facilitating recurring meetings
Support VA in meeting OIT’s Product Line Maturity initiatives including working with Product teams to enable DevSecOps tools and techniques.
Support VA with Product alignment and intake activities.
Provide leadership insight into OKR refinement. Communicate, drive buy-in and manage OKR completion.
Work with VA’s Product Line Management Team and VHA business and product owners to solve business problems.
Provide career development support and administrative oversight to assigned staff including ongoing feedback, mentoring, and annual assessment reviews.
Support the GovCIO Sr. Program Manager in executing tasks by advising and clearing obstacles.
Meet with VA counterparts to understand their specific needs and obtain feedback on GovCIO’s performance.
Work with VA counterparts to forecast upcoming Product resource needs and proactively planning for, and executing, on appropriate staffing actions and shifts in Product work directions.
Lead staffing actions including hiring, terminations, and level of effort/cost management.
Work with the GovCIO project team to ensure execution of daily tasks at a high-quality level, maintain or bolster morale, clear obstacles, advise on task execution, and provide hands-on task execution support as needed.
Meet and exceed performance metrics, and report progress with justification, recommendations, and an innovative approach.
Serve as an escalation point for customer concerns if/when they arise and identify appropriate resolutions to achieve client satisfaction in a timely manner.
Provide leadership and direction to direct reports, clients, key stakeholders, and executive leadership.
Understand existing processes and identify how to improve and streamline them to improve team efficiency and effectiveness.
Provide support for product teams as it relates to automation, CI/CD, and DevOps and/or DevSecOps.
Ability to articulate technical expertise gained and used, such as healthcare or benefit related IT software development, in conjunction with project management skills.
Ability to articulate the benefits to the Veteran and provide a vision for technical teams.
Review and analyze trending of key data points to provide process improvement and program/product maturity.
Qualifications
Required Skills and Experience
Bachelors in a Business, Computer Science, Engineering, or other related scientific or technical discipline.
15 years of experience. An additional 10 years of experience can be substituted for the degree requirement.
Well-versed in DevSecOps and Agile IT development and project management methodologies.
Experience with program control, including development of controls used to manage performance, including cost, schedule, and staff management, as wells as the required data elements, metrics, measures, and other key information to report out status, progress, and accomplishments.
Great interpersonal skills and ability to work independently with minimal guidance/supervision.
Expertise with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.
Highly motivated and analytical; proven problem-solving abilities.
Ability to take initiative and demonstrate enthusiasm when working in a fast-paced environment.
Willingness and ability to quickly learn new skills, new client environments, and grow domain expertise.
Planning, project oversight, leadership, management, delegation, prioritization and time management skills.
Excellent attention to detail and ability to meet deadlines and stay organized.
Strong facilitation and excellent verbal communication, oral presentation, analytical and written communication skills.
Preferred Skills and Experience
PM-related certifications such as PMP and ITIL preferred.
Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus.
Current VA access and clearance highly desired
Experience in all areas of the software development life cycle, as well as the product management lifecycle.
Experience in strategic information planning, business process reengineering, organizational change management, and Agile ceremonies such as Product Increment Planning, etc.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
