Job Description:

The State of Wisconsin is looking for 2 Business Analyst/Consultant-III

The Ancillary Systems Program needs additional 2 business analysts to support Madison school/college/division data warehouse transitions. This is a part of the broader Administrative Transformation Program (ATP) initiative. Two contractors will augment an existing team of two business analysist. Over the next 12 months, this team will engage with distributed IT areas who need to transition their current reporting and analytic solutions to integrate with new architectures required by the implementation of Workday.

Conducts business process analyses, needs assessments, and preliminary cost/benefit analyses in an effort to align information technology (IT) solutions with business initiatives. Prepares functional, system, and program specifications. Performs activities that are more complex, has latitude to apply skills to solve most problems without review, and has latitude to devise the approach and method to performing assignments. Regularly performs long-term or non-routine assignments with minimal supervisory intervention, seeking assistance when significant deviations are proposed or when unprecedented problems arise.
Job Responsibilities:

10% - Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.
15% - Devises or modifies complex information systems including analysis of business and user needs, documenting requirements, and revising existing system logic difficulties as necessary.
5% - Determines and recommends programs required for optimal problem solution within cost/performance objectives.
10% - Participates in requirements planning and feasibility determination.
5% - Performs analyses and prepares reports to ensure that programs meet or exceed schedule commitments.
20% - Works on tasks including project or functional requirements, functional design, functional configuration, testing, and documentation.
5% - Trains, serves as a resource, and provides guidance to other IT business analysts on non-routine problems, processes, and policies.
5% - Assists senior staff in developing strategic approaches to problem-solving and anticipating issues.
5% - May work with external vendors or service providers.
May lead cross-functional project teams and may manage portions of the project life cycle. May function in project capacities including requirements gathering, functional design, functional configuration, testing, and documentation.

Required Qualifications:

Excellent communication skills that effectively present findings to stakeholders, improve productivity, and coordinate updates with multiple stakeholders.
Ability to work collaboratively in a team environment.
Strong analytical skills and attention to detail, including the ability to write clear and well-structured business requirements and documentation.
Experience performing data discovery, analysis, modeling, and transformation.
Experience with data warehouse analysis and specification development (e.g. Oracle DB, Snowflake and discovery/governance platforms, MS Purview, or equivalent)

Understanding of University operations related to research, teaching and learning, outreach, and administration. Examples of functional work group: data warehouse teams, other business analysts, services teams who are doing data integrations.
Experience working with data and software engineers.
Ability to handle multiple projects and work-streams simultaneously.
Ability to plan, organize, and prioritize multiple projects independently to meet deadlines and complete tasks in an accurate manner.
Education:
Bachelor's Degree
