Full Salary Range: Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $101,100 to $192,300/yr. The budgeted salary range that the University reasonably expects to pay for this position is $101,100 to $110,000/yr.

Brief Summary of Job Duties:

Under the general direction of the Department Chair, the Business Officer is responsible for the full range of management functions for the two separate functions of the department: academic program administration and production. Management responsibilities encompass academic administration and support services, production and events unit management, purchasing and financial management and oversight, contract and grant administration, gift/donation management and oversight, payroll, personnel and facilities management, space management, and safety programs. Develops and implements operating policies and procedures as they relate to the overall departmental goals and objectives. Interprets policy for the Chair of the Department of Music, and for departmental committee members. Serves as Chair's liaison to other campus academic and administrative units. Supervises seven career staff, and indirectly supervises one additional career staff.

Job Functions and Percentages of Time:

General Administration (15%) - Manages a complex department providing leadership for sustaining a service orientation with operational excellence in a collaborative environment. Motivates staff and faculty to work within a team environment toward the department's academic and production missions. Establishes and monitors procedures for carrying out university and departmental policies. Maintains broad knowledge of university policy, procedures and their current interpretations in order for the department to effectively discharge its teaching and research obligations. Assesses the effects of changes in policies and procedures on departmental operations, and implements appropriate modifications as required. Provides consultation and advice to the Chair, Vice Chair and faculty on university and campus policies and procedures. Provides continuity and historical perspective on established departmental regulations, policies and procedures. Attends all faculty meetings. Has primary supervisory responsibility for all support functions necessary for the administration of teaching, research, event production, and specialty areas of the department. Institutes and ensures implementation of administrative objectives to further departmental functioning. Serves as the liaison between students, faculty, staff, campus external agencies and the Chair by responding to various inquiries and problems as they may arise. In this capacity, independently solves problems requiring interpretation of a wide variety of Federal, State, and University policies. Maintains thorough knowledge of University, State and Federal regulations, policies, guidelines and procedures. Executes sound judgment and tact in problem solving and decision-making. Handles confidential faculty and staff matters and ensures compliance with the implementation of affirmative action guidelines and procedures. Interprets, implements, and ensures compliance with staff personnel policies and collective bargaining contracts (SPP, A&PS, AFSME, and AFT-Unit 18). Serves on campus and college committees. Advises faculty on policies regarding budgets, fellowships, and grant requests. Establishes procedures for submission of applications and reports. Administers university-funded budgets including Instructional Development grants, Faculty Research grants, and extramural grants such as NEH and other funding agencies. Monitors all contract and grant activity to ensure compliance with regulations established by the granting agency and the Office of Research.


Fiscal Management and Planning (20%) - Responsible for the management of fiscal operations of the department including fiscal closing. Prepares annual budget for the department operations, including office administration, student advising, event production, and specialty areas. Supervises and directs the Financial Analyst in implementing the administration of all departmental financial accounts. Manages all aspects of the production budget. In collaboration with the public events manager, establishes and tracks annual performance budgets. Manages funds for teaching, general research, computing and various donors/bequests accounts. Ensures the internal record keeping and accountability systems are designed and revised as necessary. Adheres to University, State, and Federal policies and procedures. Prepares budgetary forecasts, advises the Chair on academic FTE requests and uses and prepares yearly budget requests for temporary faculty, teaching assistants, equipment, support (general assistance and supplies and expenses), and instructional computing. Manages departmental and general research grant accounts. Administers extramural awards, grants, scholarships, and donor income. Monitors budgets for inconsistencies and projects patterns of spending to avoid deficits. Has the responsibility and authority to implement those changes. In addition, maintains an ongoing review of departmental financial goals in light of spending patterns and developing priorities, instituting changes as necessary. Develops short and long-range financial plans, advises the chair of their feasibility and desirability, and develops alternatives for consideration. Prepares special statistical and financial reports routinely. Administers the Corwin Chair in Music Composition budget.


Personnel Management (20%) - Academic Personnel: Oversees and coordinates academic personnel transactions including permanent and temporary faculty, ASE appointments, faculty retention, faculty merits and promotions, faculty leave requests, and faculty retirements. Adheres to all relevant regulations governing personnel actions and is responsible for developing procedures that carry out departmental and University policy. Maintains a broad knowledge and functional understanding of all academic personnel policies and procedures. Provides consultation and advice to the department chair, vice chair, and faculty regarding academic personnel policies. Analyzes individual cases or appointments in light of current policies, interpreting procedures and applying appropriate regulations. Recommends alternative course of action. Reviews and edits departmental recommendations for consistency and adherence to policy with regard to case presentation. Ensures that information is accurate and that supporting evidence is appropriately prepared. Oversees the administrative aspect of recruitment, meeting affirmative action guidelines and ensuring the overall, general procedures are followed. Directs travel and reimbursement for prospective new faculty. Works closely with HFA to administer start-up packages, including equipment, summer salary, research support, space needs and housing support. Maintains broad knowledge in all aspects of collective bargaining, particularly those that pertain to Unit 18 (the non-Senate Instruction Unit). Advises the chair on policy and time limits concerning lecturer appointments. Oversees the AP Assistant's Preparation of Continuing and Temporary Lecturer workloads annually. Makes recommendations to the chair of teaching assistant needs in order to adequately cover the instructional function of the department. Responsible for overseeing teaching assistant and associate personnel administration (appointment, payroll, reviews, etc). Prepares the Summer Session teaching request for the chair. Provides assistance to the chair on processes such as teaching assignments, visiting appointments and preparation of the budget request. Works closely with the Summer Sessions office developing the financial schedule and teaching assignments.


Staff Personnel: Responsible for the management of all personnel matters for eight career staff. Directly supervises seven career (administrative and production staff), indirectly supervises one additional career staff and several limited employees hired annually. Authority includes hiring, evaluating, training, assigning duties or special projects and recommending disciplinary action or discharging of career and casual employees. Establishes priorities and monitors workload.


Production & Events Management (20%) - Oversees the management of department production-related activities which involves financial matters specific to the department public events and performances numbering approximately 200 per year, purchasing, marketing, public relations, house management, ticket offices, licenses, production archives, maintenance and supervision of department theater facilities and studios, complex scheduling of department facilities (theaters and rehearsal rooms), auditions, security, supervision of production manager, production technician, and approximately 20-30 students and limited staff hired annually. Liaisons with various University departments on matters related to events, production staff scheduling, budgeting for department productions, events, and tours. Works closely with the Office of International Students and Scholars to ensure Federal and University procedures are followed for each invited guest (approximately 2-3 a year).


Student Affairs (10%) - Manages the student affairs function of the department for approximately 86 graduate students, 200+ undergraduate majors/minors, and 5500 enrolled in music courses. Supervises the graduate and undergraduate Student Services Advisors in the student affairs area of the department. Graduate functions include admissions, arranging auditions, awarding of financial support (fellowships, tuition waivers, TA-ships), the preparation of the department schedule of classes, student advising, the coordination of UCSB articulation agreements with the other colleges and universities for transfer coursework, course evaluations, and preparation of informational handouts and the General Catalog. Monitoring of students' progress, ensuring that degree requirements are met for the MA, MM, DMA, and Ph.D degrees, arranging recitals, preparing literature for award submission and preparation of certificates, and student counseling on administrative matters. Undergraduate functions include admissions, arranging auditions, student advising, and monitoring student progress, ensuring that degree requirements are met for the B.A. and B.M. degrees. Has responsibility for ensuring that all campus policies regarding advising, scheduling, curriculum changes, auditions, recitals and graduation are followed in both areas.


Space/Equipment Management (5%) - In consultation with the Chair, is responsible for long and short-range facilities planning and development to meet departmental teaching and research needs. May delegate the quarterly assignment of rehearsal rooms. Prepares space requests to obtain additional temporary or permanent space, recommends building modifications to to the chair and administrative committees and oversees construction operations. Considers departmental equipment needs, prepares recommendations and justifications for purchases of office, classroom and computing equipment. Oversees inventory of department equipment, and the development and maintenance of the departmental website.


Center for Research in Electronic Art Technology (5%) - Is responsible for CREATE's space management issues as they relate to the Department of Music; including computer labs, research labs, faculty offices, and administrative space.


Community Outreach and Donor Relations (5%) - Working closely with the Chair and other appropriate faculty members, assists in coordinating community outreach events. Provides logistical support for department related events sponsored by the Music Affiliates and other departmental support groups. Assists the chair of the Extramural Funding Committee in fundraising efforts for scholarship support of students and other departmental needs.
