This position is being recruited for in Anchorage, Fairbanks, or Juneau. Pay will be determined based on location of selected individual.

 

Anchorage salary: $24.65 hourly pay/ $28.31 hourly pay/ $32.62 hourly pay

Fairbanks salary: $25.39 hourly pay/$29.13 hourly pay/$33.60 hourly pay

Juneau salary: $25.88 hourly pay/$29.73 hourly pay/$34.25 hourly pay

 

What you will be doing:

The Department of Environmental Conservation, Division of Water (DOW) is recruiting for an Environmental Program Specialist (EPS) 1/2/3 Flex position in the Wastewater Discharge Authorization Program (WDAP). You will work with a team of experienced environmental and engineering professionals to make a difference in protecting water quality, human health and the environmental in America's Last Frontier. The position assists in developing, issuing and tracking permits primarily for the Domestic and Industrial Utilities Section, Seafood and Aquaculture Sector.

The Alaska Department of Environmental Conservation staff is dedicated to conserving, improving, and protecting Alaska's natural resources and environment to enhance the health, safety, economic, and social well-being of Alaskans. The Division of Water establishes standards for water cleanliness and regulates discharges to waters and wetlands.

You will help fulfill the Division's mission by providing direct support and technical assistance to protect water quality through the development and issuance of Alaska Pollutant Discharge Elimination System (APDES) wastewater permits.
The incumbent will train and progress towards evaluation of submitted applications and the drafting of preliminary wastewater discharge permits with minimal supervision, and in compliance with the Federal Clean Water Act, State statutes and regulations, including 18 AAC 83 Alaska Pollutant Discharge Elimination System (APDES).

The incumbent will provide assistance to applicants, the regulated community and general public, and work collaboratively with other state and federal agencies, as necessary. The position will manage permit/facility data in the Division`s and federal databases, as well as learn and utilize the program’s Geographic Information System (ArcGIS) mapping tool.

This is a flex position allowing the incumbent at the Environmental Program Specialist (EPS) 1/2 levels to advance to the EPS 3 level once they are qualified. The EPS 1 and EPS 2 positions have a strong training component and work directly with more senior staff and program managers to assist with wastewater discharge permit development.

Environmental Program Specialist 2 (Range 16):
Any combination of education and/or experience that provides the applicant with the following competencies

Equivalent to those typically gained by:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.
Environmental Program Specialist 3 (Range 18):
Any combination of education and/or experience that provides the applicant with the following competencies

Equivalent to those typically gained by:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities. A cover letter is required for this position.
