Job description
The Property Manager is responsible for all phases of the operation of the property. This includes, but is not limited to, general administration and maintenance as well as direction and control of personal and resources with the goal that the property is maintained at all times in good physical condition with a stabilized fiscal operation. Some evening and weekend hours may be required. This is a fast-paced environment requiring extensive customer service skills and prior multi-family apartment community property management experience. This position directly supports the activities of the organization by performing the following duties under the supervision of the Regional Manager. Prior new construction lease up experience required.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Proactively and effectively manage operations to ensure lease-up goals are met.
- Manage the financial performance of the property by overseeing rents, occupancies and expenditures.
- Adhere to all appropriate company personnel directives, accounting directives, and maintenance and purchasing directives.
- Maintain property occupancy by effectively retaining residents and successfully marketing property to attract new residents.
- Effectively work with construction and development teams and outside vendors during new property construction.
- Train and be responsible for work performed by all staff members under managers supervision.
- Guide leasing and maintenance team members, train subordinates, and perform written evaluation of employees.
- Maintain accurate payroll records as required by the company and adhere to payroll policies and cutoff dates.
- Adhere to all Enfield Management policies and procedures.
- Assist in leasing apartments.
- Prepare, process, and sign all leases and related forms.
- Maintain waiting list for property vacancies.
- Assist, confer with, and advise new residents on lease requirements and responsibilities.
- Conducts applicant background checks and recommends acceptance or rejection of applicants.
- Responsible for accurately processing required income certifications and recertifications, adhering to all leasing and re-leasing requirements.
- Complete necessary paperwork in a timely manner to avoid penalties.
- Handle tenant rent collections and delinquencies, late notices, and posting rents.
- Prepare daily bank deposits.
- Purchase necessary office supplies in accordance with Enfield company policy.
- Handle all details for move-ins and move-outs, with special attention to apartment inspection check-ins and check-outs.
- Ensure that residents are provided with a clean and well-maintained community.
- Work within the budget and notify the Regional Manager of any possible variations.
- Provide excellent customer service to residents and resolve any resident complaints.
- Ensure that all maintenance requests are handled on an immediate basis whenever possible, and that all residents are notified if there must be a delay.
- Continually inspect property and improvements, recording deficiencies and taking the necessary action, within budgetary allocations.
- Report accident and emergency situations to the Regional Manager immediately and prepare the proper reports.
- Conduct required periodic apartment inspections.
- Audit lease files and adhere to lease file policy with accuracy and consistency.
- Ensure compliance with Enfield Management policies and procedures, as well as federal fair housing laws
- Coordinate resident activities and property correspondence.
- Establish schedules and assign personnel for routine maintenance and emergency coverage.
- Establish schedules and assign personnel for office coverage and assisting residents as needed.
- Perform all aspects of marketing the apartment community under the direction of the Director of Marketing and Communications.
- Contact and negotiates with vendors as necessary.
- Attend court proceedings as necessary.
- Coordinate and lead staff meetings.
- Keep office clean and always organized and maintain a professional demeanor with residents.
- Assist with other properties as necessary.
- Complete initial and ongoing mandated company training as required.
- Other related duties as assigned.

Knowledge of: - Apartment community property management industry
- Fair housing laws
- LIHTC compliance requirements
- New construction lease-up
- Operation of standard office machines and equipment including telephones, copiers, computers, etc.
- Spreadsheet, word processing, and presentation software including Microsoft Office 365, Excel, Word, PowerPoint
- Knowledge of and proficiency with Microsoft Teams and Zoom
- Knowledge of Realpage/Onesite property management software a plus
- Knowledge of KNOCK leasing software a plus
- Knowledge of office management systems and procedures
- Knowledge of personnel management

Qualifications/Experience: - High School Diploma or GED required; Associates or Bachelors degree preferred
- Minimum five (5) years of apartment property management required
- Minimum two (2) years of LIHTC (Low Income Housing Tax Credit) experience required
- Possess a valid driver's license
- Pass a pre-employment background check
- Reliable transportation
- Strong work ethic, reliable, punctual
