Welcome to the City of Box Elder, the "Gateway to the Black Hills" and home to Ellsworth Air Force Base. We are located just outside of Rapid City in the beautiful western side of South Dakota. We are seeking a dynamic Assistant Finance Officer to join our team and contribute to the financial well-being of our community.

As the Assistant Finance Officer, you will play a vital role in supporting the Chief Finance Officer in various financial operations and budgetary functions. You will have the opportunity to work closely with department heads and stakeholders, ensuring the accuracy and integrity of financial records, overseeing major financial projects, and leading the team to achieve departmental goals.

This is an ideal role for someone who is well-versed in accounting practices and financial strategic planning and is detail-oriented with excellent communication skills, strong time management, analytical skills, and leadership skills.

Essential Functions- Duties may include but are not limited to the following:

• Develop and direct the implementation of goals, objectives, policies, procedures, and work standards for the Finance Department assuring consistency with City goals, objectives, and policies.
• Be the project lead on the City's technology platform migration project in 2024.
• Act as official Program Manager for major Finance projects and programs including audit and software migration, implementation, and training.
• Develop and implement financial policies and procedures to ensure adherence to regulatory requirements and best practices.
• Manage and mentor a team of finance professionals, fostering a positive and collaborative work environment.

Education and Experience:

• Bachelor's degree in Finance, Accounting, Business Administration, or a related field is required; AND five (5) years of professional financial program management experience, two (2) years of which were in a supervisory role; OR an equivalent combination of education, training, and experience. A Master's degree or recognized professional certification is preferred.
• Advanced proficiency in financial software systems and Microsoft Office Suite.
• Strong knowledge of finance principles, regulations, and best practices.
• Exceptional leadership and communication abilities, with a track record of successfully leading teams to achieve departmental goals.

Required Certificates, Licenses, and Registrations:

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

• Valid driver's license.
