Duties

The incumbent of this position is assigned to the Mental Health Service at the Northern California VA Health Care System and functions as a member of a Behavioral Health Interdisciplinary Program (BHIP) team. Services are carried out in full accordance with specific program goals and broad objectives of the VA health care system. They will focus primarily on addressing the complex mental health needs of Veterans who often are experiencing a wide range of complicated medical, behavioral health, financial, legal and psychosocial concerns.

This is an OPEN CONTINUOUS ANNOUNCEMENT and may be posted up to September 30, 2024. The initial cut-off date for referral of eligible applications will be March 20, 2024, with subsequent cut-off dates on the 1st and 15th of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Telework : Authorized; if approved, would be on a regularly scheduled basis but this is not a remote position.

Basic Requirements :

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).



Grade Determinations :



Senior Licensed Professional Mental Health Counselor, GS-12



Experience, Education, and Licensure . In addition to the basic requirements, candidates must have at least one year of progressively complex LPMHC experience equivalent to the GS-11 grade level. Senior LPMHCs must have five years of post-licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs.



Demonstrated Knowledge, Skills, and Abilities . In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: References: VA Handbook 5005/106, Part II, Appendix G43, Licensed Professional Mental Health Counselor Qualification Standard, GS-0183, Veteran Health Administration, dated April 3, 2018.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
