Apply technical knowledge in a specified area to solve problems pertaining to specific equipment or entire systems. Utilize system level functions, diagnostics, hardware manipulation, fault isolation, and other tools and processes to resolve problems of different complexity levels in systems. Install and certify systems in the field to include performing or assisting with design and test, operational readiness, maintenance, repair, and testing of a wide range of electronicRF devices. System maintenance activities include troubleshooting, module and component replacement and system checkout, bench repair of chassis, card, module, and/or component level. The Technician shall be experienced in the general repair of various equipment related to the specific Delivery Order but should include telecommunication, SIGINT and test equipment. The Technician shall be responsible for the control of technical data holdings pertaining to equipment and facilities as specified in the Delivery Order.

Required Skills:

(U) Ten (10) years of experience as a technician supporting SIGINT access, collection, or exploitation systems is required. Experience working with the type of equipment specified within/pertaining to particular Delivery Orders is required. Experience shall include proficiency in the areas of assessment, documentation, and troubleshooting. Associate’s degree in Electronics Technology or related discipline from an accredited college or university is required. Two (2) years of additional related experience may be substituted for an associate’s degree.

Desired Skills:

(U) Read block and schematic diagrams and engineering notes. (U) Identify RF and electronic components – to include amplifiers, oscillators, mixers, couplers, isolators, dividers, filters, integrated circuits, transistors, diodes, resistors, inductors, capacitors, and relays. (U) Solder and perform electrical assembly. This task assumes/requires basic working knowledge. (U) Operate, safely and proficiently, a variety of tools – to include power hand tools, drill presses, table saws, and metal brakes. (U) Display working knowledge of all safety aspects of the equipment specified in the Delivery Order. (U) Assemble and integrate system components. (U) Identify telecommunication system components to include switches, routers, multiplexers, etc. (U) Assist configuration and provisioning of network components. (U) Diagnose and remediate system faults according to maintenance manuals. Elevate unresolved trouble tickets in accordance with local site and Agency processes. (U) Operate test equipment – to include function generators, signal generators, spectrum and network analyzers, power meters, power supplies, oscilloscopes, volt-ohm-ammeters, fiber optic meters, BIT error testers, and multimeters. (U) Solder and perform electrical assembly- to include chassis wiring, system assembly, soldering wire to multi-pin connectors, and soldering components (including surface mount) to circuit cards. This task assumes/requires proficiency in the construction of various coaxial, semi-rigid, data, control, and ribbon cable assemblies. (U) Fabricate and assemble fiber optic cables – to include chassis wiring and assembling systems connected via optic cable. (U) Install, test, and analyze RF and electronic circuits. (U) Rack, stack, and test systems, sub-systems, and equipment. (U) Maintain labs used for system integration, test, and lifecycle support. (U) Brief project and system status to technical management. (U) Provide daily technical support for the evaluation of requirements and the development of cross-access strategies. (U) Engineer, document, install, troubleshoot, configure, and activate projects. (U) Read and interpret mechanical drawings, engineering notes, electronic schematics, operating, installation, and maintenance manuals and other documentation, and use best judgment to assure proper fit and function. (U) Fabricate and assemble – this tasks assumes/requires experience in mechanical fabrication and assembly of chassis, enclosures, antenna mounting brackets, motors, gear assemblies, etc., as well as working knowledge of military standards, stress and strain of materials, tolerances, and standard fabrication techniques. (U) Plan/read/red-line rack layout and interconnection diagrams and configure, test, and troubleshoot systems and equipment. (U) Develop and brief project and system to senior level personnel.
