Job description

The current vacancies are in the Property Tax, Records, & Election Services  department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Ramsey County Elections is seeking candidates for an intermittent position with a timeframe of March 1, 2024, until December 31, 2026. Intermittent work schedules may range from zero to forty hours per week, hours are not guaranteed and will vary. Full time work 6 to 8 weeks before an election and potential special projects. Hours will fluctuate and will include some evening and weekend hours.

The basic functions of this position are to perform a wide variety of duties and activities related to the administration of elections, including processing, and analyzing voter registration and absentee voting documents, maintaining information on registered voters, and polling places, assigning election judges, and performing other election-related duties as assigned. Duties assigned are of simple to moderate complexity. Employee performs duties at a high level of proficiency with moderate supervision and instruction. This is the entry level of this class series. Experience at this level enables employees to gain the knowledge and develop the proficiency skills and abilities to advance to Elections Administrator 2.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Assist with performing the statutory duties of the Ramsey County Auditor as directed by the department’s division manager and supervisors.
  3. Knowledge of the Minnesota Statewide Voter Registration System.
  4. Provide support to staff assisting with voter registration, absentee voting, election judges, and warehouse.
  5. Accept official documents and review for completeness and legal compliance, issue elections-related documents and other materials, and process customer transactions. 
  6. Provide election-related information to public by telephone, email, written correspondence, and in-person.
  7. Ability to manage competing timelines during the election cycle. 
  8. Ability to deliver training to election judges, staff, and members of the public. 
  9. Perform other election-related duties, as assigned. 
Voter Registration Administration
  1. Lead a group of seasonal staff responsible for carrying out duties related to voter registration under the supervision of an Election Administrator 2 or 3.
  2. Process and analyze voter registration documents using the statewide voter registration system.
  3. Investigate and resolve issues of simple to moderate complexity with incomplete or improper registrations. Escalate unresolved issues to supervisor.
  4. Provide election-related information to the public by telephone, email, written correspondence, and in-person at a customer service counter.
  5. Collect data, compile, and analyze statistics related to various election activities.
  6. Conduct and provide training to seasonal staff and election judges.
Absentee Administration
  1. Lead a team of Election Judges to conduct in person absentee voting at a front counter that serves 500+ voters per day, under the supervision of an Election Administrator 2 or 3.
  2. Review and process absentee ballot applications and related documents using the statewide voter registration system is properly completed.
  3. Investigate and resolve issues of simple to moderate complexity with incomplete or improper absentee ballot applications. Escalate unresolved issues to supervisor.
  4. Provide election-related information to public by telephone, email, written correspondence, and in-person at a customer service counter.
  5. Conduct and provide training to seasonal staff and election judges. 
Election Judge Administration
  1. Perform the duties related to the assignment of election judges under the supervision of an Election Administrator 2 or 3.
  2. Use multiple management systems to administer the assignment of election judges and to assist with polling place logistics.
  3. Communicate information to election judges by telephone, email, written correspondence, and in-person at a customer service counter.
  4. Conduct and provide training to seasonal staff and election judges. 
Warehouse Administration
  1. Under the supervision of an Election Administrator 2 or 3, assist with the organization, inventory, preparation, and distribution of the supplies and technologies used to conduct elections.
  2. Prepare and complete orders for delivery and pickup according to schedule.
  3. Complete logic and accuracy testing for various technologies used to conduct elections. 
  4. Safely operate and maintain warehouse equipment.
  5. Conduct and provide training to seasonal staff and election judges.
(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

 
ESSENTIAL FUNCTIONS: 1,2,3,4,5,6,7,8,9. Education:  Bachelor's Degree in political science, public administration, planning, communications or a related field.

 
Experience: Six months experience as an election’s assistant or an equivalent position in a local, county, state, or federal government office or equivalent in an election related activity.

 
Substitution: Four years of experience above the minimum requirement may substitute for the education. Associate degree in political science, public administration, planning, communications or a related field and two years and six months of experience working in a county, city, state, or federal elections office, or equivalent experience in an election related activity.

 
Certifications/Licensure: None. The examination process will consist of the following section with each section weighted as indicated:

The examination for Elections Administrator 1 (Intermittent) will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List : The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Elections Administrator 1 (Intermittent) . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference : This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
