Contra Costa County Public Works Department (CCCPWD) maintains over 660 miles of roads, 150 miles of streams, channels, and over 200 County buildings throughout Contra Costa County. CCCPWD provides services such as Parks and Recreation, Sandbag Distribution and Flood Control throughout unincorporated areas of Contra Costa County.

Under general direction, the Public Works Assistant Field Operations Manager plans, monitors and assess annual road and flood control maintenance programs; and performs other related duties as required.
The Public Works Assistant Field Operations Manager has responsibility for road and flood control maintenance strategic planning, systematic improvement of work processes and coaching and mentoring line supervisors to enhance general management, supervision and technical skills. The Public Works Assistant Field Operations Manager is distinguished from Public Works Field Operations Manager in that the latter has responsibility for overall management of the field operations. It is also further distinguished from Public Works Maintenance Supervisor in that the latter has direct responsibility for a defined geographic or functional area. This classification reports to the Public Works Field Operations Manager.
The Public Works Department is currently recruiting to fill two (2) vacant positions for the Public Works Assistant Field Operations Manager classification.

What you will typically be responsible for: - Overseeing personnel in the planning and organizing of maintenance, safety, equipment use, and facilities management activities
- Monitors operations to ensure consistency and compliance with County policies, procedures, and permit requirements by regulatory agencies
- Promotes environment sustainability while implementing and assessing the maintenance and repair needs for County maintained infrastructure
- Supervising subordinate staff, offering opportunities to train & mentor and evaluate their performance
- Investigating and responding to citizen complaints related to road and flood control infrastructure maintenance
- Overseeing the operations response to local emergency events

Typical Tasks
Management Responsibilities:
- Establishes, reviews and updates productivity and quality guidelines, level of service and condition assessment criteria for all work activities
- Assist with personnel matters such as recruitment, staffing, and training
- Supervise, coach and mentor subordinate staff for improved performance
- Conducts annual performance evaluations of subordinate staff
- Assists field personnel with technical knowledge in work procedure methods
- Supports field operations with detailed information on technical work practice, policy, legal constraints and maintenance history
- Recommends annual maintenance objectives
- Prepares and monitors annual program budget
- Develops annual work plan to achieve maintenance objectives
- Provides input to Field Operations Manager on performance of staff
- Prepares interim and annual reports on program accomplishments and costs/benefits of program delivery
- Reviews work in the field to verify accuracy of reported productivity in Maintenance Management System (MMS) to assure work meets quality guidelines
- Develops comparative information to benchmark the performance of work groups both internally and externally
- Reviews and responds to customer service requests or complaints either verbally or in writing and evaluates customer satisfaction through surveys and recommends changes to levels of services as appropriate
- Assesses the general condition of road and flood control facilities
- Observes crew safety practices in the field and recommends changes for improved performance, monitors and evaluates safety programs
- Facilitates Safety Committee meetings, conducts quarterly crew safety inspections, and organizes safety training classes
- Participates in Division Issue Resolution Team (DIRT) meetings
- Provides technical training for personnel
- Facilitates the maintenance and repair of equipment
- Arranges for outside contractor service to support routine maintenance activities
- Prepares and revises specifications and initiates purchase orders for materials
- Acts as alternate Maintenance Branch Leader in the Engineering Department Operations Center during declared emergencies
- Assesses equipment needs to analyze and compare the cost/benefit of equipment ownership, lease and rental
- Recommends annual equipment replacements
- Procures equipment and develops specifications and spreadsheets for individual pieces of equipment
- Uses various word processing and spreadsheet software programs to prepare reports and budgets
- Markets services to other agencies
Minimum Qualifications
License Required: Possession of a valid California Motor Vehicles Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process.
Education: Possession of a high school diploma, G. E. D. equivalency or a high school proficiency certificate.
Experience: Six (6) years of full-time (or the equivalent of full-time) experience maintaining roads, road structures, and/or flood control facilities for a public or private agency, two (2) years of which must have included work equivalent to a Contra Costa County Public Works Maintenance Supervisor or Vegetation Management Supervisor.
Other Requirements: Employees in this class may be subject to drug and alcohol testing under provisions of the County's Drug and Alcohol Testing Program.
