The Workers' Compensation Board (WCB) is undertaking a large-scale technology modernization of its legacy claims' systems. The primary legacy system, known as the Claims Information System (CIS), is a 20-year-old large/complex 2-tier client-server Window's application built with PowerBuilder with Sybase relational databases on the backend. The legacy claim's database consists of over 400 tables. The new, modernized .Net Core web-based CIS application will be hosted on the Microsoft Azure government cloud (see below for environmental breakdown).
WCB is seeking a highly-skilled and seasoned Lead Data Modeling Engineer (LDME) that has a proven track record in system modernizations and all aspects of data modeling (e.g. conceptual, logical, physical) and associated data conversion/cleansing/migration activities, including source-to-target mappings. The candidate must have strong written and verbal communication skills. Additionally, the ideal candidate will have experience implementing master data management solutions in support of critical business functions.
Job Qualifications:
- A minimum of a bachelor's degree. An equivalent combination of advanced education, training, and experience will be considered.
- A minimum of eight (8) years of relational database modeling, including conceptual, logical, and physical, in support of the development and successful implementation of at least two (2) major application development modernization projects in the role of the LDME.
- A minimum of four (4) years leading, designing, and executing data migration and conversion solutions using ETL tools such as Informatica, including data profiling activities.
- A minimum of four (2) years implementing information management strategies, including master data management solutions.
Job Duties: The LDME responsibilities include (but are not limited to):
- Working closely with business subject matter experts (SMEs) and Business Analysts through the process of detailed business functional requirements elicitation.
- Analyzing detailed business requirements and business needs to create long-term data strategies.
- Analyzing the current CIS relational database schema.
- Designing and maintaining conceptual, logical, and physical relational database models.
- Creating and implementing Master Data Management strategies to eliminate redundant data related to Employer and Claimant entities.
- Leading all data integration, migration and conversion activities including a team of data developers who will be responsible for moving and cleansing data from the current CIS system databases to the new databases. This role involves assessing existing legacy databases, developing migration and conversion plans, and executing the data transfer process using data integration (ETL/ELT) tools such as Informatica. Skills in SQL, data profiling, source-to-target data mapping, and scripting are crucial.
- Reviewing and making recommendations to improve existing data quality program. Perform data profiling and reviewing outcomes with technical and business subject matter experts.
- Assisting with and providing support for teams responsible for data warehouses/marts, replication of the OLTP databases, delivery and ETL systems by determining structural requirements; developing data system schematics.
- Developing complete database solutions by designing logical models; defining database physical structure and functional capabilities, security, and recovery specifications.
- Creating and maintaining a data dictionary, including element-level technical and business definitions and metadata.
