Job Summary
Responsible for the coordination of the Job Location and Development program to locate and develop off-campus job opportunities for students who are currently enrolled and who want jobs regardless of financial need. Responsible for assisting with a Federal, State, or Institutional aid program to ensure compliance. Responsible for processing financial aid applicant cases and use of appropriate counseling techniques to service the financial aid applicants, recipients, parents, and campus community. Responsible for assisting with the overall awarding and disbursing process to support student success. This is all encompassing of Job Location and Development students.
Duties And Responsibilities Job Location and Development
- Locate and coordinate off-campus jobs that are suitable to the scheduling and other needs of the employed student along with complimenting and reinforcing the educational program or vocational goals of the student.
- Conduct at a minimum, monthly reconciliation for assigned program(s). Utilize PeopleSoft queries/reports to reconcile program expenditures.
- Collaborate with appropriate personnel to review and reconcile program expenditure balances. Ensure reconciliation activity details are included in program policies and procedures.
- Collaborate with the Office of Community Engagement to develop off-campus partnerships with organizations who would offer non-FWS employment opportunities to CSUSB students. Meet with students to plan, counsel, walk through the process, and secure these opportunities.
- Work with Career Center staff to create, post and monitor non-FWS job opportunities through Handshake. Track the number of hired students, job location and hours worked.
- Collaborate with management and other professional level staff regarding interpretation regulations and procedures as it relates to the JLD program. Stay abreast of and successfully apply knowledge of various federal, state, and institutional regulations.
- In conjunction with the Federal Work Study Lead, assist in the Job Location and Development (JLD) for the FWS off-campus programs that include academic support for the America Reads, America Counts, family literacy and AVID programs at local school districts and tutorial agencies.
- Stay abreast of the rules and guidelines to assist participating employers in the administration of the various FWS off-campus programs. Meet with students to counsel and review guidelines for employment and other procedures.
- Review established administrative practices of each participating Work-Study employer to ensure compliance with program requirements and integrity.
- Assist the Federal Work Study Lead by ensuring that student placements are not only consisted with the objective of the FWS programs, but also educationally beneficial to the student’s courses, career and/or the exploration of career objectives.
- Assist with conducting site visits of various locations to ensure compliance. Meet with students as part of these visits to advise, respond to questions, concerns, or needs.
- Assist prospective employers and the Procurement Director in negotiating legal contracts for the FWS Off-campus program.
- Assist the Budget Office in creating position numbers for new off-campus employers.
- Assist with the development, monitoring, and maintenance of off-campus FWS contracts with school districts, tutorial agencies and non-profit organizations for both off-campus employment and the tutor programs.
- Interact professionally when representing CSUSB with other MPPs, school administrators, Deans and Managers, etc. in the development of new FWS contracts with CSUSB and the campus community. Provide updates to students, new employers, supervisors, and campus community as needed.
Verification
- Verifies information students provide on the Free Application for Federal Student Aid (FAFSA).
- Using sound judgement, request, review and evaluate data elements to clear discrepancies based on federal guidelines and when required, recalculate the Expected Family Contribution (EFC) to determine student aid eligibility. Data elements must be corrected and sent to CPS through the electronic corrections process.
Financial Aid Reports, Forms, and Documentation
- Responsible for reviewing a variety of critical and complex data reports that reoccur on a weekly basis which could be job location and development related or financial aid related.
- Utilizing these various reports, manually analyze data, resolve inconsistencies in the students’ files, adjust student aid as needed, request new ISIR, gather additional information from various sources including CSAC, WebGrants, NSLDS, COD, Department of Education, IFAP & ELM websites.
- Assist with various reports, forms and documentation related to job location and development duties.
Counseling, Advising and Customer Service
- Counsel and advise students regarding the various aspects of the job location and development program, policies, procedures, and best practices.
- Counsel and advise students and parents from diverse backgrounds on Federal, State, and University financial aid policies and procedures. This includes campus and community colleagues, and may include job location and development.
- Exercise sound interviewing skills when discussing personal and sensitive issues that may impact student eligibility.
- Award financial aid to students and perform revisions based on exceptional circumstances or per regulatory requirements.
- Meet with supervisor and team on a recurring basis and contribute recommendations and suggestions as part of the financial aid professional level staff.
- Responsible for an alphabet caseload percentage of financial aid application received annually.
- Provide telephone and counter coverage when assigned; meet with students and/or parents by scheduled appointment or walk-in.
- Present and/or train FAO staff, student assistants and other appropriate campus constituents on program rules and information including update P&P as needed.
- Ensure all job location and development students are supported both in the program and financial aid related.
Other Classification-Related Duties as Assigned
- May include providing in-person support at the Palm Desert campus as needed.
Experience Minimum Qualifications: - Possession of these knowledge and abilities is typically demonstrated through the equivalent of two years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth. A master’s degree in a job‑related field may be substituted for one year of the professional experience.
Education - Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job‑related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year‑for‑year basis
CA Driver’s License
Required Qualifications - Working knowledge of the practices, procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management.
- General knowledge of research and interview techniques; and of the principles of individual and group behavior.
- Ability to interpret and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through interviews; reason logically; collect, compile, analyze and evaluate data and make verbal or written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multi sexed and multi‑aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts; and, rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned.
- Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas Services Office.
Preferred Qualifications - Experience with any type of job location and development or federal work study.
- Experience advising students; either in a group or individual setting.
- Knowledge of: (CMS) PeopleSoft, NSLDS (National student loan data systems), COD (Common Origination and Disbursement Systems), WebGrants, ELM (Electronic Loan Management), and HylandOnBase Imaging System (Or comparable Image & workflow software).
- Two or more years of experience working in a Financial Aid Office with direct experience performing verification and awarding student financial aid with specific Title IV programs, ie: Pell Grants, FederalWork Study, Direct Loans, or state aid such as Cal Grant).
- Ability to work collaboratively and communicate effectively in a team environment.
- Ability to learn and work in a fast-paced environment.
Compensation And Benefits Anticipated Hiring Range: $4,610 per month
Classification Salary Range: $4,610 - $6,556 per month
The salary offered will take into account internal equity and experience among other factors.
