The Director of Contracts serves as the senior level SBU contracts representative, with the primary duty to provide contractual leadership and direction to the Strategic Business Unit (SBU)
Responsibilities - Leads the Contracts function in a strategic business unit and serves as the subject matter expert for the strategic business unit on all contractual matters.
- Supervises all activities associated with contracts from the proposal phase through contract close, including leading contract discussions and negotiations, drafting and reviewing terms and conditions, communicating contract requirements to SBU program teams, managing contract changes and monitoring contract performance.
- Provides advice and guidance to SBU and other site personnel on a variety of matters related to proposals and contracts, including terms and conditions, contract requirements, contract performance, Request for Equitable Adjustments and claims, Proprietary Information Exchange Agreements, cost or pricing data, bailments, contract compliance, etc.
- Drafts contract documents, teaming agreements, statements of work, bailment agreements license agreements, etc.
- Supervises and reviews the work of Contracts Managers and Administrators to ensure completeness and accuracy and to limit GD-OTS risk to the greatest possible extent.
- Develops, manages and leads a team of Contracts professionals by providing learning opportunities, feedback and training, recommends awards, promotions or disciplinary actions as appropriate and also interviews and selects candidates for the SBU Contracts organization.
- Responds to varying requests, primarily from GD-OTS HQ for information, data and documentation for purposes of SOX compliance, non-SOX audits, management reports, proposal status, staffing and budgetary needs, etc.
- Provides on-the-job training for Contracts function
- Participation in the OTS Contracts Council activities
Qualifications Education
Required:
- Bachelors degree and/or equivalent experience.
Preferred:
- Masters degree and/or equivalent experience.
Experience
Required:
- 12 or more years of applicable experience.
- Experience with FAR and DFAR regulations.
Preferred:
- Government and Commercial contract law and regulation; Federal Acquisition Regulation (FAR) and Department of Defense FAR; Sarbanes-Oxley Act; Intellectual property rights; Warranty; Indemnity; Export Control Regulations; International and Foreign Military Sales; Truth in Negotiation Act; GD-OTS systems and processes.
