POSITION DESCRIPTION:

Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Including managers who oversee various programs and functions, recruitment, training, performance evaluations, and career development planning. Coordinate work assignments and activities, ensuring a balance of workload and professional growth. Evaluate team performance in accordance with departmental policies and procedures. Foster a positive work culture and build a competent, collaborative team.

 

Oversee the statewide implementation of programs, ensuring all programs meet the requirements of governing documents and strategic goals. Regularly review and evaluate the performance of programs, from the evaluation of new products/materials for approval at the program level to the acceptance of materials at the project level. Regularly review and update departmental guidelines, including Manuals, Policies, Procedures, and Standard Processes. Coordinate accreditation efforts with the American Association of State Highway and Transportation Officials (AASHTO) and ensure adherence to their standards. Oversee operational systems, including enterprise applications and databases, maintaining operational efficiency, and data integrity. Periodically revise the Quality Systems Manual to reflect current practices and regulations. Develop and oversee a system for responding to proficiency sample deficiencies and managing on-site inspection protocols. Conduct regular audits or process reviews of systems to ensure ongoing compliance and effectiveness.

 

Establish and nurture collaborative relationships with internal departments, district offices, state and federal agencies, and other stakeholders. Communicate policy changes, project updates, and other critical information effectively in both written and verbal formats. Lead cross-departmental initiatives to identify and implement service improvement opportunities.

 

Provide strategic counsel to the Director of Materials on policy decisions, program directions, and risk management. Conduct comprehensive risk assessments of existing processes, identifying potential areas for improvement or innovation. Develop and implement forward-thinking strategies to enhance the overall quality and efficiency of services provided.
