What You'll Do in This Position Design, develop and maintain any or all elements of the SRS Emergency Preparedness Program. This could include: procedure writing; program planning; small project design and scheduling; developing and delivering training; planning and conducting drills and exercises; designing, developing and maintaining emergency response facilities and equipment; and, providing coordination with state and local emergency management authorities. Under general supervision, do the following: Design, develop, and conduct drills and exercises. Manage scenario development portion of schedule. May provide guidance and informal education to junior members of organization regarding scenario development planning and design. Lead a project team to plan, schedule and conduct a wide range of facility and/or site Emergency Preparedness drills to include Emergency Response Organization (ERO) training drills, medical drills, fire response drills, Nuclear Incident Monitor (NIM) drills, and protective action drills. In addition, and as qualified, design and implement limited or full scale exercises following appropriate DOE orders and guidance. Provide direction of emergency management programs for a moderately complex facility. Perform interface and liaison for the Emergency Services Department to facilitate senior or line management cooperation. Design, develop and maintain emergency plans and procedures, ensuring QA and DOE Order/guidance is followed for format and content. Ensure the completeness and accuracy of procedure as it relates to other functional areas. Incorporate procedure enhancements from other area to develop updated or new procedure. With knowledge of facility processes and hazards, interface with engineering and facility staff to develop facility specific hazard assessments and emergency classification procedures. Using SCD-4 criteria, perform program/facility self-assessment activities and approve self assessment packages. With knowledge of DOE and SRS program planning requirements, design and develop annual and 5-year program plans and ensure proper coordination and integration. Prepare facility specific order compliance packages and track completion. As a member or lead of a project team, develop and obtain approval for objectives and SRNS integrated scheduling procedures and monitor and control team activities to ensure team objectives are accomplished. Assist in the design and development of training lesson plans; conduct procedure training. Lead a project team to design, develop and maintain facility or site level emergency response facilities consistent with DOE Orders and associated guidance and SRNS procedures. If assigned, serve as a point of contact to interface with state and/or local authorities for emergency management activities. Security Clearance Information SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
