POSITION DESCRIPTION: This position performs independent professional work projecting transportation-related revenues, analyzing the financial impact of proposed legislation on the department, providing a weekly status report during Session of legislation which may have an impact on the department, and producing monthly and annual reports on fuel consumption for the Federal Highway Administration (FHWA).

 

Compile and arrange the county demographic and revenue data which serves as the basis for allocating funds among department districts. Prepare statutory formula report to be used for district allocations.

 

Prepare and submit required statistical reports to FHWA. This includes a monthly report of roadway fuel gallons sold which is partly used for determining Federal apportionments to Florida. Annual reports also must be submitted on vehicle registrations, drivers’ licenses, fuel tax collections, capital outlay spending by road classification and state/local transportation related receipts and expenses. Coordinate with state and local agencies to continually improve the accuracy and timeliness of these reports.

 

During the Legislative Session, produce a weekly report on the status of bills which will have an impact on FDOT related revenues.

 

Receive monthly revenue reports. Compare actual revenues against projected revenues. Analyze and report to management on the reasons for the differences. Make recommendations for future revenue projections.

 

Part of the team which reviews and monitors cash receipts from transportation fees and taxes. Works with the Department of Revenue, Department of Highway Safety and Motor Vehicles, and various Department of Transportation (DOT) offices to assure distributions are timely and accurate. Develop and maintain databases of current and historical information required in support of revenue analysis functions. Perform analysis of actual to anticipated results in revenue collections to support revisions to forecasts.

 

Assist with the development of forecasts of State Transportation Tax Revenues and present these forecasts to the Revenue Estimating Conferences.

 

Assist in evaluating the financial impact proposed and enacted State legislation may have on transportation revenues. Inform management of the fiscal implications of such legislation.

 

Assist with the preparation of various documents following each revenue estimating conference. The documents are provided to other offices within the department and are integral to the development and modification of allocations which ultimately impact the work program.

 

Serve as the backup to the Turnpike and Bond Finance Coordinator for the development and maintenance of the Turnpike Finance Plan models. Prepare Finance Plan related documents as needed by the finance team.

 

Assist with the development of the Tax Primer, a document that explains the transportation taxes Florida consumers pay. Assist in preparing, maintaining, and updating annual reports such as the Debt and Debt-Like Financing Report, Truth in Bonding report, and other documents which provide information about DOT bond and bond related financing programs.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the transportation planning process; Knowledge of data collection methods; Skill in using personal computers and software, including Microsoft Word and Excel; Ability to analyze legislative bills and their impact on transportation funding; Ability to apply and develop applicable rules, regulations, policies and procedures; Ability to construct, analyze and interpret financial data, reports, and models; Ability to solve problems relating to financing approaches; Ability to prepare reports and presentations; Ability to collect, evaluate analyze and interpret program performance data; Ability to work independently; Ability to plan, organize and coordinate work assignments; Ability to effectively communicate, both verbally and in written form, within the Florida Department of Transportation (FDOT) organization and to external business partners of the Florida Department of Transportation organization; Ability to establish and maintain effective working relationships with internal and external customers.

 

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and three years of professional experience in the field of financial analysis. A master’s degree from an accredited college or university can substitute for one year of the required experience. Professional experience in the fields of Finance, Economics, Public Administration, Business Administration, Policy Analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year for year basis for the required college education.
