APPOINTMENT TYPE: Full-Time Regular (FTR)
LOCATION: Oak Ridge, TN
SALARY RANGE: $61,027 to $84,907
PURPOSE:
This role is responsible for leading the Office of Safety and Facilities (OSF) with operational logistics support, ordering materials and supplies, acting as liaison for compliance with all procurement activities according to policy PRO-101, and supporting project managers with supply chain needs within a set budget. Provide expert level understanding of purchase requirements and work directly with the Oak Ridge Associated Universities (ORAU) Procurement Department to ensure OSF remains in compliance with purchasing regulations and procedures while maintaining thorough understanding of supply chain practices in the facilities industry and hold a basic understanding of safety and facilities operations.
- Work with Procurement and Partnerships acting as an OSF liaison working directly with the ORAU Procurement Department on all procurement’s requirements for facilities, construction, transportation, property, records, and safety related projects involving the purchasing of supplies, equipment, uniforms, services, etc., executing research and communicating with vendors and suppliers to find best rate and services for ORAU.
- Support OSF Project Managers in preparation of Statements of Work (SOW) and project budgets for competitive bids.
- Establish and maintain the procurement schedule, including attending project scheduling meetings as necessary, works with ORAU Procurement Department regarding purchasing status and update and communicate with associated OSF Managers as needed.
- Compile all required documentation and data entry requirements for Purchase Requisitions into the ORACLE System according to policy PRO-101.
- Obtain budgetary estimates and potential supplies to assist in creating project budgets and SOWs.
- Maintain up-to-date potential bidders lists and potential suppliers lists. Establish and develop good working relationship with vendors and suppliers.
- Manage on-going blanket agreements and reoccurring Statements of Work.
- Establish and write Labor Standard Review Cases of work to be performed and sent to the Department of Energy (DOE) for Rulings of the Service Contract Act (SCA) and/or the Davis Bacon Act (DBA) Wage Determination.
Bachelor's degree in business, finance, scientific, technical, education or related field and 3-5 years of job-related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
- Experience in the acquisition and planning of construction and facilities related projects.
- At least 3-5 years overseeing building related construction and property acquisitions.
- Ability to work closely with colleagues and other team members.
- Ability to represent Oak Ridge Associated Universities/Oak Ridge Institute for Science and Education (ORAU/ORISE) in a professional, competent manner.
- Strong analytical and problem-solving skills.
- Excellent ability to manage facility procurement processes for new facility construction, including tracking schedules and supply chain requirements in addition to smaller scale facility construction-type projects.
- Familiarity of building design and construction processes.
- Familiarity with energy codes and standards e.g., California (CA) Title 24, New York City (NYC) Local Law 97, American Society of Heating, Refrigerating and Air- Conditioning Engineers (ASHRAE) 90.1, etc.,
- Familiarity with reviewing construction documents including drawings and specifications.
- Extremely detail oriented and organized.
- Ability to work on multiple projects at one time and prioritize work.
- Excellent verbal and written communication skills.
- Strong knowledge of facilities and construction related industry and market conditions near Oak Ridge, TN.
*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
