Position Title
: Vice Chancellor (Vice Chancellor for Finance and Administration)

Employment Type : Full-Time Limited

Reports To : The Vice Chancellor will report to the Chancellor.

Full Time Pay Range : $150,000-$190,000

The Vice Chancellor for Finance and Administration provides direction and leadership to Finance and Administration, which includes Business Services, Budget, Human Resources, Campus Technology, Police and Public Safety, Facilities Management, Risk Management, and Campus Planning. The position also serves as the Chief Business Officer of the University with budgetary responsibilities including oversight of a $100 million operating budget. The Vice Chancellor for Finance and Administration reports directly to the Chancellor and collaborates with the Chancellor and campus leaders on matters relating to financial strategy and planning, budgeting, administration, construction, facilities, and facility planning.



RESPONSIBILITIES:



1. Guide the financial reporting and internal control environment of the university and ensure compliance with federal, state, and UW System regulations and polices
2. Oversee development and production of accurate and relevant metrics, benchmarked to peer institutions, to guide decision-making and support evidence-based decision making
3. Lead the development of processes to improve operational efficiencies by revamping existing practices where appropriate
4. Lead institutional collaborations including identifying new revenue opportunities and diversifying revenue streams
5. Provide strategic direction to others, creating and managing a collaborative, team-focused environment while delivering excellent service
6. Provide oversight for the University¿s capital budget process including development of the Biennial Capital Budget
7. Lead campus development and expansion, including physical plant maintenance and reinvestment, long-range development plans, and provide leadership towards an environmentally sustainable campus environment
8. Oversee the development of the annual budget, provide appropriate guidance of the budget system, promote open disclosure and collaboration, and ensure that finances and budgets are managed in accordance with UW System and state requirements
9. Oversee university operating budgets and financial processes for all University funds, ensuring fiscal control, responsibility-centered management, and effective reporting
10. Represent the campus on budget and financial issues with the State of Wisconsin, University of Wisconsin System Administration, Board of Regents, legislators, and external groups
11. Lead financial planning and forecasting efforts to ensure that decisions are made based on accurate data and reasonable assumptions
12. Provide leadership and supervision for Finance and Administration, including Business Services, Budget, Human Resources, Campus Technology, Police and Public Safety, Facilities Management, Risk Management, and Campus Planning
13. Perform other related tasks and responsibilities as assigned by the Chancellor


RESPONSIBILITIES:



Required:

¿ Master¿s degree in business administration, accounting, finance, or a closely related field
¿ At least seven years of progressively responsible managerial experience in a complex organization
¿ Demonstrated experience in financial reporting, accounting, budgeting, and financial controls
¿ Demonstrated experience in capital planning
¿ Demonstrated experience with current and emerging technologies and/or tools to support areas such as financial planning, reporting, and budgeting
¿ Demonstrated excellent oral and written communication skills

Preferred:

¿ Higher education experience
¿ Certified Public Accountant (CPA) certification
¿ Demonstrated leadership and involvement in construction management, including planning and overseeing campus development efforts and construction of major capital projects
