We are hiring a full-time Sr. Acquisitions Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. We are seeking candidates with an understanding of federal acquisition management and experience supporting a project from concept to completion. In this role, you will employ careful analysis and effective communication to keep Defense Industrial Base Workforce Development Initiatives on a productive path. While you will primarily work from home, you must currently live or be willing to relocate to the greater Washington DC Metro area in order to attend meetings at our client sites in Falls Church, VA & Alexandria, VA with minimal notice at times.
- Support requirements generation, verification, and validation for planned program investments.
- Prepare documentation needed in support of acquisition decisions, advise on program acquisition path and strategy.
- Manage budgets, monitor execution of multiple projects and report on project execution against the baseline.
- Evaluate issues and provide recommendations related to cost, schedule, and performance for current and planned program investments.
- Support Workforce lead(s) in preparing written work products (e.g., talking points, briefings, etc.) to support Requests For Information (RFIs) from chain of command, senior DoD leadership, interagency partners, Congress, etc.
- Review and update technical project programmatic information.
- Develop written communications products such as briefings, talking points, and read-ahead materials.
- Attend meetings at our local client sites as needed.
Required Qualifications:
- Bachelor’s degree and 3+years of U.S. government acquisitions & analyst experience -OR- High School diploma and 7+ years of U.S. government acquisitions & analyst experience.
- Must have a minimum of active U.S. Dept. of Defense (DoD) SECRET clearance.
- Demonstrated knowledge of the DoD acquisition process and Planning, Programming, Budget, and Execution (PPBE).
- Familiarity with Research, Development, Test, and Evaluation ( RDT&E) appropriations.
- Direct experience with federal acquisition management.
- Strong oral and written communications capabilities at the executive level.
- Demonstrated ability to plan, organize and/or lead projects and to monitor the project’s cost, schedule, and performance.
- Ability to work well in a team setting and proactively provide recommendations to manager and team members.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to attend meetings at our local client sites as needed.
Preferred Qualifications:
- Demonstrated experience in workforce development initiatives at the local/state/federal level, private sector, and/or academia, particularly with manufacturing capabilities.
- U.S. Dept. of Defense staff or action officer level experience.
- Project Management Professional (PMP) or equivalent.
