Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire a Data Base Administrator -SES, who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

 

This position is located in the Bureau of Medicaid Data Analytics.

Join Data Analytics as we gather, explore, and examine data to provide meaningful and impactful analysis that shapes the future of Florida Medicaid.

As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians' health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation.

 

This position is responsible for developing and maintaining statistical models that provide deep insights in understanding the outcomes of Florida’s Statewide Medicaid Management Care program and managing a team of analysts who will assist with data analysis and accomplishing analytical goals.

 

What You Will Do Day-To-Day:

• Work directly with our senior analytics leadership;

• Analyze information obtained from management in order to conceptualize and define operational problems;

• Formulate mathematical or simulation models of these problems;

• Prepare management reports defining and evaluating problems and recommending solutions;

• Work with team members to undertake the operational and technical aspects of processing information and data analysis in areas relevant to the work area (understanding audience and campaign measurement);

• Contribute to the development of processes, procedures, methodologies and systems relevant to the work area, including preparation of appropriate documentation;

• Understand the requirements of internal and external clients and, where applicable, communicate and provide assistance;

• Apply knowledge and maintain awareness of issues for providing advice in areas of expertise;

• Research conceptual and methodological issues and recommend/implement improvement based on research; and

• Supervise subordinates.

 

Performs other duties and responsibilities as assigned.

 

This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

KNOWLEDGE, SKILLS, AND ABILITIES

• Strong ability to apply data, programming, and management skills to run and analyze complex Medicaid data.

• Strong ability to interpret results using a variety of techniques ranging from simple data aggregation via statistical analysis to independent complex data mining.

• Ability to report data and research activities in the form of speeches, position papers, publications, and reports.

• Ability to compose technical writing documents.

• Knowledge of statistical modeling and statistical problem solving.

• Advanced knowledge of Excel, Access, or other database programs.

• Advanced knowledge of SQL, SAS, or SPSS and software package groupers.

• Expert skills to write queries, extract data and pull together concise, detailed reports.

• High level ability to manage and supervise professional staff.

MINIMUM QUALIFICATIONS REQUIREMENTS

• Possess at least 4 years of professional work experience utilizing Excel, Access, or other database programs.

• Possess at least 4 years of programming experience specifically utilizing SQL, SAS, or SPSS and software package groupers.

• Possess at least 4 years of experience writing queries and extracting data from databases.

• Possess at least 1 year of experience managing and supervising data research professional staff.

 

• A bachelor's degree in mathematics, statistics, economics, actuarial science, computer information systems or quantitative analytics is preferred and can substitute for one year of the required experience. Professional or non-professional experience in the field of analytics may substitute on a year for year basis for the preferred education.
