DEPARTMENT OVERVIEW The Central Coast K-16 Regional Collaborative is a collective impact initiative of K-12, Community College, California State University, University of California, and industry partners who united to make transformative, equity-centered change to address long-standing educational and economic inequities along the education-to-employment pathways leading to high-skill, high-wage, high-demand employment across the region. The Central Coast region is comprised of six counties (Santa Cruz, San Benito, Monterey, San Luis Obispo, Santa Barbara and Ventura).
The UC Santa Cruz Educational Partnership Center, serving as the fiscal agent and operational backbone for the collaborative, increases access and opportunity to postsecondary education for underrepresented students across the Monterey Bay, Pajaro Valley and Silicon Valley regions. The operational backbone functions will be in partnership between the EPC and the Student Success and Equity unit under the Division of Student Affairs and Success which includes the Hispanic Serving Institution Initiatives.

JOB SUMMARY Under the direction of the Steering Committee, and supervision of the Assistant Vice Chancellor of Educational Partnerships and the Associate Vice Chancellor of Student Success and Equity, the Central Coast K16 Regional Collaborative Director provides leadership, policy guidance, management, and guides the daily operation of the collaborative to ensures its shared goals are achieved efficiently and effectively. The director is responsible to plan, execute, track progress, and manage the initiatives as set forth in the Regional K-16 Collaborative Implementation Grant. Works closely with Cabrillo College, the Santa Cruz County Office of Education, and UC Santa Barbara, also providing operational backbone support, in working jointly to advance the work of the collaborative. Responsible for implementing, guiding, and supporting the Steering Committee, Regional Leadership Teams, Tri-Chairs, and multiple K16 collaborative work groups toward meeting project goals and objectives. Develops and maintains collaborative relationships with K16 educational segment partners across the Central Coast region (K12, CCC, CSU and UC), and industry and community partners. Works with grant partners to deploy and implement programs that incorporate educational, community, workforce, and employer engagement across the Central Coast which includes Monterey, Santa Cruz, San Benito, San Luis Obispo, Santa Barbara and Ventura counties to support equitable educational and economic opportunities for students and address equity barriers in career and technical education pathways in the areas of Healthcare, Engineering/Computing, and STEM Education.
APPOINTMENT INFORMATION Budgeted Salary: $107,000 - $125,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES 30% - Strategic and Transformational Leadership and Stakeholder Success - Provides transparent and shared leadership, policy guidance, management, and guides the daily operation of the Central Coast K16 Regional Collaborative that ensures its shared goals are achieved efficiently and effectively and support the success of the project. Plans, executes, tracks progress, and manages the initiatives as set forth in the Regional K-16 Collaborative Implementation Grant Proposal.
- Formulates policies and procedures, and develops strategic options to advance short- and long-term Collaborative goals and objectives to the Steering Committee and Tri-Chairs and ensures compliance with mandated reporting and financial requirements.
- Works jointly with Cabrillo College, the Santa Cruz County Office of Education, and UC Santa Barbara to advance the work of the collaborative and support regional partners to implement bold, systemic initiatives that incorporate educational, community, workforce/employer engagement across the Central Coast to support equitable educational and economic opportunities for students and address equity barriers in career and educational pathways in the areas of Healthcare, Engineering/Computing, and STEM Education across all of the educational segments (K12, CCC, and 4 year, CSU and UC).
- Serves as the project lead to unify multiple K16 Collaborative project workgroups and initiatives across the Collaborative that leverage existing K16 intersegmental collaboration/initiatives and supports stakeholder and project success.
- Advises the Tri-Chairs, Steering Committee, and senior management on a wide range of issues critical to sustaining the success of the Collaborative.
40% - Project Management, Coordination, and Supervision - Serves as the project manager and facilitator for the collaborative. Responsible for implementing, guiding, and supporting the Steering Committee, Tri-Chairs, and multiple K16 collaborative work groups toward meeting project goals and objectives. This also includes supporting the regional coordinators in leading the regional leadership teams in advancing collaborative outcomes.
- Convenes and facilitates steering committee meetings and tri-chair meetings to realize project outcomes as well as external committees, workgroups, and coordinating bodies including supporting the regional coordinators in their facilitation of the regional leadership teams.
- Provides leadership to and manages the efforts of staff to ensure appropriate progress against programmatic goals. Provides direction to subordinate managers on personnel, budgetary, human resources, and programmatic issues. Determines goals and performance expectations and provides program and resource direction and guidance to subordinate managers and staff.
- Articulates and tracks progress against goals and objectives, in partnership with Cabrillo College, of project deliverables, impact, outcome criteria, and metrics including data collection, evaluation, and reporting to ensure accountability and continuous project improvement.
- Creates multi-year actionable plans with timelines of all aspects of the project toward goal/objective achievement. Develops and executes thoughtful change management strategies to reduce barriers and support successful project implementation. Liaise with project stakeholders on an ongoing basis regarding project status, lessons learned, and best practices.
20% - Partnerships and Communication - Establishes and maintains strategic and collaborative partnerships across campus divisions and with K16 educational institutional partners (K12, Community Colleges, California State Universities and University of California), industry/regional employers, community partners and professional organizations across the Central Coast region to support the collaborative in realizing the K16 Collaborative goals, outcomes and initiatives.
- Serves as strategic communicator providing regular communications, project status briefings, recommendations and reports to collaborative steering committee, tri-chairs, work groups, members, other key stakeholders as well as campus senior leadership. Creates and executes a communications management plan to ensure support, awareness, transparency and engagement with K16 collaborative activities. This includes identifying information that will need to be shared, when it will be shared and with whom to keep Collaborative governance body and members/key stakeholders apprised of progress and upcoming events/functions. Monitors communication flows to reduce misinformation, analyze feedback, and measure effectiveness.
- Creates marketing strategies, including identifying opportunities for publicizing the Collaborative, its initiatives, and accomplishments on campus, throughout the region, and with state and national entities.
- Represents the Central Coast K16 Regional Collaborative and UCSC at professional and community meetings. Prepares and makes presentations as appropriate.
Serves on committees and work groups as needed.
10% - Resource Management, Contract Oversight, and Development - Maintains fiscal oversight of Collaborative budget, subaward budgets and expenses, and general contract oversight. Ensures all expenditures adhere to university and grant funding policies.
- Maintains familiarity with and adheres to general university and EPC policies, procedures, and guidance.
- Researches prospective funding opportunities and pursues to further support and sustain the collaborative's initiatives in support of the K16 collaborative goals.
REQUIRED QUALIFICATIONS - Bachelor's degree in related area and / or equivalent experience to provide the required knowledge, skills, and abilities to perform the duties of the position.
- Significant demonstrated experience in education at K16 level preferred or K-12 or postsecondary level, including 5 years of progressively responsible and applicable management and/or supervisory experience.
- Proven success in the management, design and evaluation of multiple programs/initiatives and experience managing budgets and staff, including developing performance objectives and managing and rewarding performance.
- Experience implementing large scale education programs with regional and/or state stakeholders, as well as experience working on K16 issues.
- Demonstrated leadership, organizational, and interpersonal skills to effectively manage and bring to completion multiple projects in a complex environment, with minimal direction.
Advanced knowledge of pedagogical issues underlying student academic preparation and achievement for socioeconomically disadvantaged students. This includes understanding the needs and interventions necessary to reach these communities through culturally appropriate strategies and approaches that impact college and career preparation, readiness, and success. - Demonstrated ability to be proactive, creative, and innovative in solving problems and issues.
- Demonstrated success in leading partnerships that have created systemic change and/or strategies to address barriers and close equity gaps to make transformative, equity-centered change to address long-standing educational and economic inequities along the education-to-employment pathways.
- Proven commitment to diversity, equity, and inclusion.
- Excellent oral and interpersonal skills sufficient to develop effective relationships across all spectrums of the campus community, with the UC Office of the President, K-16 partners, industry, community and external partners/stakeholders, etc.; make effective presentations to diverse groups; chair committees and task forces representing multiple interests; and achieve consensus on highly sensitive issues. This includes demonstrated public speaking and presentation skills.
- Excellent written communication skills and experience sufficient to produce reports, collateral material, publications and write grant proposals.
- Expert knowledge and understanding of K16 educational equity programs and issues.
- Strong project management skills to organize, prioritize and manage multiple priorities and functions.
Understanding of emerging partnerships between postsecondary education and K-12 education and the ability to successfully identify key players and cultivate these relationships to advance college attainment and employment pathways leading to high-skill, high-wage, high-demand employment for socioeconomically disadvantaged students - Strong knowledge of and experience in fiscal and personnel management.
PREFERRED QUALIFICATIONS - Master's Degree in related area and / or equivalent combination of education and experience to provide the required knowledge, skills, and abilities to perform the duties of the position.
- Extensive fundraising, development, and/or grant writing experience, with evidence of success in developing proposals for extramural funding in support of educational programs.
- Advanced knowledge of relevant state regulations and accountability/reporting requirements.
