Job Summary:
The Payroll & Compliance Manager is responsible for ensuring state and local compliance in Payroll and Sales & Use Tax, which includes overseeing the payroll function of the organization, ensuring accurate and timely processing of payroll transactions, compliance with all relevant laws and regulations, and managing SALT (State and Local Tax) filing, management, and compliance. This role involves managing the payroll process, maintaining payroll systems, ensuring adherence to payroll best practices, and overseeing SALT compliance.
Key Job Duties:
State & Local Legal Compliance :
- Ensure compliance with all relevant local, state, and federal payroll and employment laws and regulations.
- Manage state registrations and ensure timely state compliance filings.
- Stay updated on changes in state and location legislation that may affect payroll, SALT, and employment policies; coordinate with Human Resources on policy drafting and implementation.
- Coordinate with the income tax compliance team and provide reporting for Nexus to support annual tax filings and quarterly tax estimates.
Payroll Processing and Administration:
- Processing of payroll for all employees, ensuring accuracy and timeliness.
- Maintain and update payroll records and employee data in coordination with Human Resources.
- Coordinate with the income tax compliance team and provide reporting for Nexus to support annual tax filings.
Reporting and Documentation:
- Monitor payroll and SALT reporting done by outside payroll processing (Namely) and occasionally prepare and submit payroll reports and documents required by law or company policies.
- Maintain accurate records for audit purposes and respond to audit inquiries.
- Provide key users with reporting on Payroll and SALT as needed.
Tax Management:
- Oversee the calculation and reporting of taxes, including SALT, and other deductions as done by Namely.
- Ensure timely and accurate filing of payroll-related and SALT tax documents.
- Oversee Avalara to ensure compliance at all times.
- Oversee SALT filing, management, and compliance done by a 3rd party provider.
Benefits Administration:
- Coordinate with HR to manage employee benefits as they relate to payroll.
- Manage and administer employee benefits, including ensuring proper deductions and remittance of benefits amounts to employee accounts.
- Manage annual 401(k) audit including providing work papers and audit support to outside auditors.
Stakeholder Communication:
- Communicate effectively with employees, management, and external agencies regarding payroll and SALT issues.
- Serve as the primary point of contact for payroll and SALT-related inquiries.
Qualifications and Experience:
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
- Certified Payroll Professional (CPP) or similar certification preferred.
- Experience in payroll processing, including experience in SALT compliance.
- Extensive knowledge of payroll software, preferably [Namely].
- Extensive knowledge of SALT Filing, preferred experience with Avalara.
